Project objective: Appoint an experienced service provider to conduct topographical surveys and mapping for stormwater, sewer, water pipelines, reservoirs, and pump stations to enable proper project design and as-built drawings. Scope covers Northern Works Treatment Works (Diepsloot, COJ Region A), 300m length, 3,212 m² area. Coordinates: 25°56'27.37"S, 27°59'33.12"E (see attached KMZ file). Services include cadastral data collation, survey beacon identification/establishment, field surveying, DTM production, and detailed mapping. Work must comply with SAGC Act and code of conduct. Service Provider must exercise reasonable skill and care. Access to site requires adherence to Johannesburg Water’s security protocols (valid ID, compliance with site by-laws). Payment is upon completion and certification by the Project Engineer. Work must commence within 5 days of Works Order issuance; failure may cancel the order.

Scope: Topographical survey and mapping for Northern Works Treatment Plant (Diepsloot, COJ Region A). Coordinates: 25°56'27.37"S, 27°59'33.12"E. Area: 3,212 m², length: 300m. Services include: a) Collation of cadastral data (primary source: Surveyor-General’s office). b) Identification and establishment of survey beacons/benchmarks (concrete, aluminium tags, spaced ≤300m). c) Field work: Survey X, Y, Z coordinates of above/below-ground key points (30m strip width), including invert levels, direction of flow, and detection/mapping of existing services (water, electricity, fibre, etc.). d) Digital Terrain Model (DTM): ASCII files, point spacing 5m (supplemented in varying topography), accuracy ≤100mm mean square error. e) Mapping: Master drawing in DWG/DXF formats, contour intervals 0.5m (slopes <10%) or 1.0m (slopes >10%), grid spacing 100m. f) Drawings must include: boundaries, property details, topographical features, roads, pipelines, power lines, fences, buildings, beacons, and place names. Survey must comply with SAGC Act and code of conduct. Work commences within 5 days of Works Order issuance; failure to start may cancel the order. Duration specified in Works Order.

Service Provider must: a) Be informed of Johannesburg Water’s overall implementation programme and align resources to avoid delays. b) Submit an activity schedule before work commencement, including: time scale (days for ≤3 months, weeks for >3 months), task timeframes, resource allocation, task dependencies, start/finish dates, critical path, and progress tracking (graphical and percentage-based). c) Incorporate non-working time (public holidays, weekends, builder’s break). d) Use Windows Microsoft Project for programming. e) Attend monthly progress meetings with Employer to discuss technical/performance issues.

Key personnel requirements: a) 1x Professional Land Surveyor: BSc in Engineering Survey (or equivalent), professional registration, minimum 4-5 years’ experience (limited to 3 active projects). b) 1x Surveyor: National Diploma in Engineering Survey/Land Surveying (or equivalent), minimum 3-4 years’ experience (limited to 1 active project). Both must submit qualifications, certifications, and CVs. Allocated resources must be available to commence work immediately upon receipt of Works Order. Service Provider must allocate sufficiently experienced personnel per SAGC Act requirements.

Pricing must be firm (no variations). Submit MBD 3.1 Pricing Schedule with itemised unit prices and totals. Only firm prices accepted; non-firm prices (e.g., subject to exchange rates) will be disqualified. Total quotation must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). For multiple delivery points, submit separate pricing schedules per point. Offer validity: 60 days from closing date. Delivery costs must be included in bid price. All quotes must be on company letterhead and in PDF format.

Pricing must be firm (no exchange rate variations). Total quotation value must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Only firm prices accepted. Submit pricing schedule (MBD 3.1) with unit prices and totals. Payment terms: Upon completion and certification by the Project Engineer. Progress reports required before payment certificates are issued. Professional Indemnity Insurance: Submit two hard copies of existing insurance details with returnable documents. For Joint Ventures/Consortiums, the Lead Consultant must provide insurance for the entire contract. Security services for survey duration must be budgeted at PSIRA Grade E hourly rates, with Engineer’s approval and supporting invoices/proof of payment. Establishment costs (mobilisation, manholes, desktop research) are included in quotation amounts—no separate costs allowed.

Municipal rates/taxes: Valid lease agreement or municipal account statement (not older than 3 months, no arrears >90 days). No bids from state employees or blacklisted entities (National Treasury or other authorities). Quotations must be on company letterhead and in PDF format. Site access: Strict entry protocols and security procedures apply at Northern Works Wastewater Treatment Works. Service Providers must carry valid personal identification at all times, present it upon request, and comply with all site-specific security by-laws. Safety: Service Provider must ensure safety of public, employees, and subcontractors. Stopping work sections requires Employer’s approval unless necessary for safety. Service Provider must report to the Engineer or principal contractor before entering the site and adhere to all site-specific laws.

Site location: Northern Works Wastewater Treatment Works, Diepsloot. Non-compulsory briefing session held at this venue on 8 July 2026 at 10:00. Service Providers must adhere to environmental and site-specific protocols as directed by Johannesburg Water personnel.

Contract terms: Service Provider must provide Professional Indemnity Insurance (two hard copies) with returnable documents. For Joint Ventures/Consortiums, Lead Consultant must cover entire contract. Daily records required for time-and-cost work, with proof of actual costs. Payment certificates require completed progress reports. Service Provider must submit to progress reporting training if required. All contract communications must be in English and in writing (letters, faxes, email). Service Provider must provide all physical resources for contract execution. Establishment costs (mobilisation, overheads) are included in quotation—no separate costs. Security services must be budgeted at PSIRA Grade E rates with Engineer’s approval. All information compiled during the contract is Johannesburg Water’s property and cannot be used without prior approval.

Quotations evaluated on 80/20 point system per PPPFA 2022: 80 points for price (lowest compliant bidder scores highest), 20 points for specific goals (B-BBEE and other preferential procurement criteria). Submit Preference Points Claim Form (MBD 6.1) to claim specific goals points. Failure to submit or substantiate claims results in zero points for specific goals. For tenders ≤R50M: 80/20 system applies. For tenders >R50M: 90/10 system applies. This RFQ uses the 80/20 system.
