• Bids must be sealed in separate envelopes marked “ORIGINAL” and “COPY”, each clearly showing the Tender Reference Number (16652), Tender Description, and the bidder’s name and contact details.
• A Bid Register must be completed on delivery; the person delivering the bid must be aware of this requirement.
• Only the official tender forms may be used; re‑typing is not permitted.
• Late bids will be returned unopened and will not be considered.
• Bids must be signed and stamped on every page by an authorised signatory.

• Failure to provide required returnable documents, tax compliance PIN, CSD number or to seal/label the envelopes correctly may lead to disqualification.

• Evaluation is conducted in stages:

– Stage 1: Test for responsiveness (completeness, signatures, required documents).

– Stage 2: Mandatory administration criteria (CIDB grading 2SK or higher, completed Form of Offer).

– Stage 4: Functionality evaluation – technical capability scored against a detailed matrix; minimum 90 points out of 100 required to proceed.

– Stage 4 (continued): Price evaluation – 80 % of the price score is calculated using the formula Ps = 80 × (1‑(Pt‑Pmin)/Pmin), where Pt is the bidder’s price and Pmin the lowest acceptable price.

– Preference points – up to 20 points based on B‑BBEE status and other specific goals (e.g., black youth‑owned, black women‑owned, disability‑owned). Proof must be supplied.

– Final ranking – total points = Functionality (max 100) + Price (max 80) + Preference (max 20). The highest total wins, provided the bidder meets the minimum functionality threshold.

• No alternative bids are considered unless a main compliant bid is submitted.
• Arithmetical errors will be corrected according to C.3.9; the amount in words prevails over figures.

Scope: Painting of runway, taxiway and apron surfaces at Chief Dawid Stuurman Airport.

Deliverables: Complete surface preparation, application of approved paint systems, line marking, and final inspection in accordance with airport aviation standards.

Standards: Must comply with CIDB Standard Conditions of Tender (Annex C) and any specific aviation painting specifications referenced in the contract data.

Capacity: Only CIDB‑registered contractors graded 2SK or higher may submit.

Functional evaluation: Technical capability assessed on experience, equipment, personnel qualifications, and ability to meet quality, reliability and safety requirements.

Site requirements: Bidders must attend the compulsory site inspection (if applicable) with ID, safety boots and reflector vest; a permit fee applies.

Contract duration: 36 months on an “as‑when‑required” basis.

• Prices must be quoted in South African Rand (ZAR) unless otherwise instructed.
• All duties, taxes (excluding VAT) and levies applicable 14 days before the closing date must be included in the quoted rates.
• VAT payable by the employer is to be shown separately.
• Prices are fixed for the full contract period; no adjustments for inflation or foreign exchange unless expressly allowed.
• Tender offer must remain valid for 12 weeks after the closing date.
• If the employer requests, bidders must provide securities, bonds, guarantees or insurance certificates as stipulated in the contract data.
• No compensation for tender preparation costs.
• Financial capacity evidence required: Bank Letter of Good Standing, Letter of Solvency, and/or audited financial statements as listed in the returnable documents.

• Tax compliance: Provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; each consortium member must supply its own PIN/CSD number.
• Central Supplier Database (CSD) registration number must be supplied.
• CIDB contractor registration (grade 2SK or higher) and valid COIDA Letter of Good Standing are mandatory.
• B‑BBEE: Minimum Level 1 required; additional preference points awarded for higher levels and for black youth‑owned, black women‑owned, or disability‑owned entities. Provide certified B‑BBEE certificate or sworn affidavit.
• CIPC registration documents (company registration, partnership or JV agreements) must be attached.
• Identity documents of all shareholders/directors/trustees required.
• Declaration of interest and Politically Exposed Person (PEP) form must be completed.
