– Stage 2: Mandatory administration criteria (CIDB grading 2SK or higher, completed Form of Offer).
– Stage 4: Functionality evaluation – technical capability scored against a detailed matrix; minimum 90 points out of 100 required to proceed.
– Stage 4 (continued): Price evaluation – 80 % of the price score is calculated using the formula Ps = 80 × (1‑(Pt‑Pmin)/Pmin), where Pt is the bidder’s price and Pmin the lowest acceptable price.
– Preference points – up to 20 points based on B‑BBEE status and other specific goals (e.g., black youth‑owned, black women‑owned, disability‑owned). Proof must be supplied.
– Final ranking – total points = Functionality (max 100) + Price (max 80) + Preference (max 20). The highest total wins, provided the bidder meets the minimum functionality threshold.
Technical Specifications
