Required returnable documents: Form of Offer and Acceptance, Compulsory Enterprise Questionnaire (SBD 4), Declaration of Interests (SBD 4), Schedule of Proposed Subcontractors, Declaration of Bidder’s Past SCM Practices, Certificate of Independent Bid Determination, Capacity of Bidder, Preference Certificate, Priced Bills of Quantities, Valid Tax Clearance/Compliance Certificate (SARS), B-BBEE Status Level Verification Certificate, CIDB Registration Confirmation, VAT Registration Certificate, COID Certificate, Proof of Address (municipal accounts/lease agreement for bidder and directors), and CIPC registration documents (CK1, CK2, CM1, CM2, CM27, CM31, CM46 if applicable). Joint ventures must submit a signed Joint Venture Agreement and separate compliance documents for each partner. Failure to submit any required document may disqualify the bid.
Evaluation Criteria

Tenders must first pass a functionality pre-evaluation (qualified specifications). Unclear or incomplete information results in zero points for that criterion. Minimum thresholds apply: bidders must submit all required documentation (e.g., Priced Document, Tax Clearance, CIDB registration) to qualify. Tenders will be read out in public on the closing date.
