Bids must be submitted exclusively via the National Treasury eTender Portal (www.etenders.gov.za). Physical, email, fax, or late submissions will be disqualified. Documents must be completed by hand (handwritten in ink), then scanned and uploaded. Ensure the original bid document is fully completed and signed. Failure to comply with these submission rules will result in automatic elimination.

The tender follows a two-stage evaluation process: Stage 1 (Administrative Compliance) and Stage 2 (Price and Specific Goals). Stage 1 is a mandatory threshold; failure to meet these requirements results in disqualification. Stage 2 uses the 80/20 preference point system, where 80 points are allocated for price and 20 points for specific targeted goals.

The project involves infrastructure improvements at Tanga Clinic, specifically repairs, renovations, and the installation of prefabricated units. The contract duration is 6 months, governed by the JBCC Edition 6 contract.

Tenderers must provide rates and prices in Rands, fixed for the duration of the contract. VAT must be shown separately. The preferred tenderer will be required to provide a performance bond/guarantee as per the contract requirements.

Mandatory requirements include: 1) Valid CIDB grading of 3GB or higher (must remain active until award). 2) Proof of registration on the National Treasury Central Supplier Database (CSD). 3) Valid COIDA Letter of Good Standing from the Department of Labour or FEM. 4) Completed SBD 1, SBD 4, and Compulsory Enterprise Questionnaire. 5) For Joint Ventures: each partner must be registered with the CIDB, and a formal JV agreement must be submitted.
