Evaluation follows a 4-phase process: (1) Pre-qualification: Only bids with active CIDB registration (minimum 3 GB class) and valid grading are considered. (2) Compliance: Bids must meet all rules, conditions, and document requirements (e.g., tax compliance, CSD registration, CIDB certificate, JV agreements if applicable). (3) Responsiveness: Bids are checked for completeness, correctness (e.g., no gross calculation errors, all trades priced). (4) Scoring: 80/20 preference point system under PPPFA Regulations 2022. Price accounts for 80 points (lowest price scores highest). Specific goals account for 20 points, awarded for: 51%+ black ownership (5 pts), located in Eastern Cape (2 pts), 51%+ women ownership (7 pts), 51%+ youth ownership (4 pts), 51%+ disability ownership (2 pts). Documentation (ID, CIPC, CSD report, etc.) must validate claims. Non-responsive bids (e.g., late, incomplete, unsigned, or with errors) are disqualified. The tender with the highest total points (max 100) wins, but the lowest price or any tender may not necessarily be accepted.

Scope: Renovation of the agricultural office at Cofimvaba Town, Intsika Yethu LM, Chris Hani District. Work includes: earthworks; replacement of roof sheeting at main office; aprons and pathways; removal and replacement of carpet tiles; painting of walls and ceiling; plumbing works; roofing of outer office and ceiling; electricity repairs; prefabricated guard house; installation of seamless aluminium gutters, downpipes, tanks, and tank stands; burglar proofing of windows. Contract duration: 18 weeks. Standards: General Conditions of Contract for Construction Works (GCC 2015), CIDB Standard for Uniformity in Construction Procurement (2019), SANS 1921:2004, SANS 10396:2003, SANS 1914:2003, Occupational Health and Safety Act and Construction Regulations 2014. Bidders must obtain their own copies of these documents. Subcontracting requires prior approval from the Engineer. For projects valued at R3.0 million or more, non-Eastern Cape bidders must subcontract 25% of the contract value to an Eastern Cape-based bidder/contractor.

Pricing must be all-inclusive of applicable taxes (VAT to be shown separately if applicable). Submit pricing on official Bills of Quantities or Activity Schedules (do not re-type). Gross calculation errors or omissions will disqualify the bid. Gross under/over pricing may also disqualify the bid. Payment terms and guarantees: Successful bidder must provide a Performance Bond/Guarantee/Surety/Security as per contract data. Financial capacity may be verified via bank ratings or additional information requests. Non-submission of requested financial information may disqualify the bid. Tender offer validity period: 90 days from closing date.

Mandatory: CIDB registration in 3 GB class or higher (active on closing date). Bidders exceeding their CIDB grading threshold by >15% in combination with other simultaneous contracts may be disqualified. CSD registration (active and recently updated) is required. Tax compliance: CSD verification replaces hard copies of tax certificates; submit CSD number or TCS PIN. CK documents must be attached. Copy of CIDB contractor grading certificate required. JV Agreement (if applicable) and Power of Attorney for joint ventures. Workman’s Compensation Registration Certificate. Proof of preferential points claimed (ID, CIPC, CSD report, etc.). Bidders must not be listed on the Register of Tender Defaulters. Directors/shareholders must not be persons in the service of the state. Bidders must be legal entities (company, partnership, JV, or consortium). All certificates must be valid for 90 days after closing date.
