Evaluation is a two-stage process: (1) Compliance (Mandatory and Other Mandatory Requirements), and (2) Price and Specific Goals. Stage 1A (Mandatory Requirements): Automatic disqualification if any of the following are missing: (a) Valid SAQA Unit Standard ID 113852 accreditation; (b) Valid SETA accreditation for Assessor/Facilitator and Moderator; (c) Completed pricing schedule (Section 7); (d) Three signed reference letters for SHE REP training completed in the past 3 years (on client letterhead with duration and contact details). Stage 1B (Other Mandatory Requirements): PRASA may request missing documents within 3 working days. Failure to comply will disqualify your bid. Documents include: (a) Valid SARS TCS PIN or CSD registration number; (b) Completed RFQ documentation (all declarations); (c) CSD supplier registration number; (d) Signed Joint Venture/Consortium/Subcontract Agreement (if applicable). Scope: Deliver 'Apply Occupational Health, Safety and Environmental Principles (OHS)' training, fully aligned with SAQA Unit Standard ID 113852. Target audience: PRASA employees at all levels with no prior OHS knowledge (not a refresher course). Duration: 5 days (4 days classroom instruction + 1 day practical exercises/simulations). Location: Braamfontein. Modules to cover: (1) Identifying hazards; (2) Evaluating hazards; (3) Controlling hazards; (4) Explaining and using relevant OHS legislation and regulations; (5) Gathering and organising OHS information from the workplace; (6) Carrying out OHS training. Delivery method: Combination of classroom instruction, practical exercises, and simulations. Cost-effectiveness is critical—submit detailed pricing per module and candidate in the provided BOQ/Pricing Schedule (Section 7).

Pricing must be in South African Rand (ZAR), inclusive of VAT (15%). Submit pricing strictly in the provided schedule format (Section 7)—deviations may result in disqualification. Include: (1) Cost per candidate per module/day; (2) Cost breakdown for learning materials, facilitator/assessor/moderator fees (3 facilitators for 5 days), and refreshments (for 12 candidates over 5 days); (3) Total cost, VAT, and grand total. Price offer must be firm. Indicate price escalation basis/formula if applicable. Discounts (if offered) will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with top-scoring bidders if the quoted price is deemed non-market related. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice.

Mandatory compliance: (1) Tax Compliance: Submit valid SARS TCS PIN (apply via e-Filing at www.sars.gov.za) OR CSD registration number if no TCS PIN is available. For consortia/joint ventures, each party must submit a separate TCS PIN/CSD number. (2) Central Supplier Database (CSD): Bidders must be registered on the National Treasury’s CSD (https://secure.csd.gov.za/). Foreign suppliers with no local entity are exempt. (3) B-BBEE: Minimum Level 2 or above (10 preference points). Submit B-BBEE certificate or affidavit. (4) Accreditation: Valid SAQA Unit Standard ID 113852 and SETA accreditation for Assessor/Facilitator and Moderator. (5) Restrictions: No bids accepted from persons in the service of the state, or companies with directors/members in state service. (7) Foreign Suppliers: If not a RSA resident or without a local branch/permanent establishment, tax compliance registration is not required. (8) Proof of Authority: Submit proof of authority to sign the bid (e.g., company resolution).
