Required returnable documents: Completed SCM-F-04 form (RFQ), signed SBD 4 declaration, CSD Registration Summary Report with compliant tax status, detailed cost breakdown (VAT-inclusive), and proof of specific goals for preference points. Additionally, attach the facilitator’s ID copy, CV/profile, qualifications, accreditations, course overview, and manual sample. All pages of the quotation must be signed by an authorised person. Disqualification risks: Incorrect or incomplete bid documents, non-compliance with specifications, late submission, not being registered on the CSD, non-compliant tax status, or altering the tender document beyond filling in your details and price.

Evaluation follows a two-stage process: 1) Scope compliance check – bids failing to meet all scope requirements are disqualified. 2) 80/20 preference point system for qualifying bids: 80 points for price, 20 points for B-BBEE specific goals. Specific goals and points: 51% black-owned (10 points), 40% black women-owned (6 points), 51% black-owned with black youth (4 points). Proof required for each: CSD Report, CIPC registration, ID copies, share certificates/register (if applicable), and BBBEE certificate/affidavit. Mandatory documents: CSD Registration Summary Report with compliant tax status, signed bid documents (all pages), cost breakdown (VAT-inclusive), facilitator’s ID, CV, qualifications, accreditations, course overview, manual sample, proof of B-BBEE status (if claiming points), and SBD 4 Declaration. Disqualification conditions: Late submission, incomplete/incorrect bid documents, non-registration on CSD or non-compliant tax status, failure to meet scope, evidence of collusion/fronting/conflict of interest, or bidder listed on Register of Tender Defaulters or convicted of fraud/corruption in the last 5 years.

Scope: Provide online, self-paced Microsoft Certified: Windows Server, Hyper-V & Virtualisation (Training and Exam) training. Deliverables: Access to learning platform valid for 5–7 days, certificate of competence after training, and OSCP+ certification after exam. Course content must include: Introduction to Windows Server, Active Directory & Server Management, Introduction to Virtualization, Installing and Configuring Hyper-V, Virtual Machine Administration, Virtual Storage and Networking, High Availability & Replication, Security & Backup, Monitoring & Troubleshooting, Practical Labs, and the certification exam. Provider requirements: Must be accredited with the relevant professional body. Facilitator requirements: Must hold required training certificates and accreditations, with at least 3 years of experience. Submit facilitator’s ID copy, CV/profile, qualifications, accreditations, course overview, and manual sample.

Pricing format: Complete the pricing schedule with unit price, total amount excluding VAT, and total amount including VAT (15%). Quote must include a detailed cost breakdown with all prices VAT-inclusive and no unspecified costs. Payment terms: Based on proven progress/deliverables against invoices provided. Offer validity: 30 days from bid closing date. Note: The R1 million mentioned is a Treasury threshold for written price quotations, not the project budget.

Mandatory registrations: Must be registered on the Central Supplier Database (CSD) with a compliant tax status; submit CSD Registration Summary Report. Tax compliance: Provide Tax Reference Number and VAT Registration Number. B-BBEE: Submit proof of B-BBEE Status Level of Contribution (certificate or sworn affidavit) to claim preference points. Company documentation: Provide Company Registration Number and full details of directors/trustees/shareholders. Declarations: Complete SBD 4 Bidder’s Disclosure form, declaring no conflicts of interest, state employment, or listing on Register of Tender Defaulters/Restricted Suppliers.
