The proposal and all related information are proprietary and confidential; do not disclose without TIA's prior written consent. TIA may amend RFP conditions or extend the closing date, with written notice to all respondents. Failure to comply with terms and conditions may invalidate your proposal. TIA reserves the right not to accept any proposal, in part or whole, and is not obliged to appoint a bidder. Ensure your submission is complete and accurate to avoid disqualification.

Evaluation uses an 80/20 preferential points system. Technical criteria (experience, methodology, reference letters) are weighted and require a minimum qualifying score of 70%. Specific goals (B-BBEE related) contribute 20 points, and price contributes 80 points. Technical scoring: Experience as a Certification Body (5 points max: >10 years + 15 audits = 5, >5 years + <15 audits = 3, <5 years + 10 audits = 1). Methodology (5 points max: scope + budget + timelines + personnel = 5, scope + budget + timelines = 3, scope only = 1). Reference letters (5 points max: 5+ letters = 5, 4 = 4, 3 = 3, 2 = 2, 1 = 1). Preferential points: 5 points each for 51%+ black ownership, black youth ownership, black women ownership, or ownership by a person with a disability (doctor’s letter required).

Scope of work: Review, assess, and transfer ISO 9001:2015 certification (if applicable). Conduct a Re-Certification Audit for ISO 9001:2015. Conduct annual Surveillance Audits for ISO 9001:2015. Provide awareness training on ISO 9001:2026 standard requirements for five (5) people. Purpose: Maintain TIA’s ISO 9001:2015 certification and improve its Quality Management System (QMS) over a three-year cycle. Functional requirement: Provide all necessary tools and equipment to effectively maintain the certification.

Your proposed work plan and methodology will be scored based on inclusion of scope, budget, timelines, and personnel experience. Higher scores are awarded for more comprehensive methodologies (e.g., scope + budget + timelines + personnel = 5 points; scope + budget + timelines = 3 points; scope only = 1 point).

The appointed Certification Body must conduct ISO 9001:2015 recertification audits, annual surveillance audits, and provide training on ISO 9001:2026. The purpose is to maintain TIA’s ISO 9001:2015 certification and improve its Quality Management System (QMS). The service provider must be accredited and provide all necessary tools and equipment.

All prices must include VAT for VAT-registered bidders. The bidder is responsible for all costs incurred in preparing and submitting the proposal.

Mandatory: Registration on the Central Supplier Database (CSD). Tax compliance at the time of appointment. Disqualification risks: TIA will disregard submissions if the bidder or any director has abused the SCM system, committed fraud, failed to perform on a previous contract, is restricted from doing business with the public sector, or provided fraudulent references/documents. Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. B-BBEE: Points awarded for specific goals (51%+ black ownership, black youth ownership, black women ownership, or ownership by a person with a disability). Proof required: CSD Report, Certified ID, or doctor’s letter.

Specific goals for preference points: 51%+ black ownership (5 points, CSD Report required), 51%+ black youth ownership (5 points, Certified ID required), 51%+ black women ownership (5 points, CSD Report required), or ownership by a person with a disability (5 points, doctor’s letter required). Total: 20 points for specific goals.

Contract duration: 3 years. Proposals must remain valid for 120 days. TIA reserves the right to award the RFP as a whole or in part without furnishing reasons, or to cancel/withdraw without liability. Successful appointment is subject to agreeing on mutually acceptable contractual terms within 30 days; failing this, TIA may appoint the next-rated contractor. The bidder’s proposal constitutes an offer to render services as per RFP specifications and prices. Failure to comply with terms and conditions invalidates the proposal. TIA’s decision on proposals is final and binding.

All RFP information is proprietary and confidential; bidders must not disclose it without TIA’s written consent. TIA may amend RFP conditions, extend closing dates, verify information, and reserves the right not to appoint any bidder. Omission of material information, factual inaccuracies, or misrepresentation may result in disqualification or contract cancellation.
