Bidders must be legally registered entities capable of handling scrap metal disposal. They must possess a valid waste management license or registration under National Norms and Standards for Storage of Waste. Registration as a second-hand goods dealer with SA Police Services is required. A public health permit for offensive trades and a letter of good standing with the Compensation for Occupational Injuries and Diseases (COID) Act are mandatory. The company must have a weighbridge with a SANAS-approved calibration certificate. All vehicles must be properly marked, drivers must have PDP licenses and emergency training, and vehicles must carry spill containment kits. Failure to meet any critical criteria leads to disqualification.

Scope of Services:

• SAAT seeks a service provider to purchase recyclable scrap metals (off-cuts and shavings).
• The provider must ensure safe disposal with no environmental pollution.
• The work involves:
• Placement and collection of bins at SAAT premises.
• Delivering empty, properly labelled bins to SAAT.
• Collecting full bins.
• The selected firm must be capable of handling scrap metals (off-cuts and shavings).

• The quotation must include a completed vendor details form: name, postal address, telephone, cell, email, and contact person.
• Pricing is evaluated on functionality, price, and specific goals.

• Payment Terms: Payment is due 3 days before collection.
• Pricing: Provide your best price in the quotation. The price will be considered alongside other evaluation criteria.
• Price Validity: The validity period of quoted prices must be clearly stated in the quotation.
• Price Format: All prices must be quoted exclusive of Value Added Tax (VAT).

Mandatory Documentation:

General Compliance Conditions:

• SAAT reserves the right to award the RFQ at its sole discretion, is not obliged to accept the lowest price, and may retract the RFQ at any time.
• The successful bidder must enter into a non-exclusive agreement with SAAT within the stipulated period.
• Arithmetical errors in proposals will be adjusted by SAAT.
• All proposal information will be treated as confidential.

• A B-BBEE rating certificate from a SANAS Accredited Rating Agency is required for South African based companies.

• All vehicle drivers must have a valid Professional Driving Permit (PDP).
• Drivers must have emergency preparedness training for dangerous goods transport.
• Spill containment kits must be available on all vehicles.
• Contingency plans must be in place for abnormal conditions (e.g., breakdowns, strikes).
• All waste transport vehicles must be properly marked and labelled.

• Scrap metals must be disposed of safely to prevent environmental pollution.
• Compliance with the Waste Act (59/2008) and National Norms and Standards for waste management is required.

• The successful bidder must provide services as per the scope, negotiated prices, and agreed timeline.
• Must enter into a non-exclusive agreement with SAAT when requested within the stipulated period.
• Liable for all additional expenses SAAT incurs if failing to enter an agreement timeously.
