Evaluation uses the 80/20 preference point system: 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals (B-BBEE: 50%+ black ownership = 20 points, <50% = 10 points, 0% = 0 points). Functionality scoring (minimum 60/80 or 75% to qualify) includes: Company Profile (10 points), References (5 points), Portfolio (30 points), and Staff Capacity/Youth Development (30 points). Non-responsive bids (scoring <60) are disqualified. Price evaluation formula: Ps = 80(1 - (Pt - Pmin)/Pmin).

Scope: Curation, sourcing, and co-facilitation of the TDOV Program at Iziko Slave Lodge on 31 March 2026 for 60 participants. Key deliverables: 1) Source and license films promoting queer education/transgender visibility. 2) Provide 6 queer facilitators to lead 'Talk-Back' sessions, with lived experience/advocacy preferred, bilingualism (English + Afrikaans/isiXhosa) advantageous. 3) Event logistics: coordination, AV/technical setup, onsite management (09:00–16:30), catering (refreshments, tea, lunch), transport for participants. 4) Educational collateral: branded TDOV digital programs/'Zines' linking Slave Lodge history to trans visibility. 5) Social media: 'Visibility Wall' or sharing station. 6) Documentation: high-res photos (100–150, 300DPI) and 60–90 sec highlight video (4K, with reels). 7) Photography (R26,000) and videography (R28,000) budgets specified. Facilitators must develop a 'Facilitation Guide' and manage Q&A/meditation sessions. Standards: Safe-space protocols, intersectional lens, no impact on historical site fabric.

Pricing must include a detailed cost breakdown (excl. VAT) for: project management fee, subsistence, photography (R26,000), videography (R28,000), facilitators, film licensing, transport, catering, and 15% contingency. Total must include 15% VAT. Payment terms and guarantees not specified; ensure competitive pricing for 80/20 evaluation.
