• Functionality/Technical scoring: minimum threshold 70 % (see Annexure P). Failure to meet the threshold leads to disqualification.
• Price evaluation: prices must be VAT‑inclusive, corrected for arithmetic errors, exclude contingencies, and consider unconditional discounts only. Prices are scored (90/10 or 80/20) depending on tender value.
• Specific Goals / B‑BBEE points: additional points awarded according to PPPFA system (90/10 or 80/20). Points are added to the price score; failure to provide evidence scores zero for that goal.
• Ranking: combined score = price score + specific‑goal points. Highest total rank wins.

• Supply and delivery of electrical heating elements to Kendal Power Station on an as‑and‑when‑required basis for a 5‑year period (60 months).

• Compliance with ISO 9001:2015 Quality Management System (QMS) – submit QMS manual, policy, objectives, audit procedures, non‑conformance controls, contract quality plan, etc.

• Outline the approach for developing critical and scarce skills within the supply network.
• Identify SETA‑accredited training providers and describe how training will be funded (tenderer bears cost; Eskom provides no financial contribution).
• Mention possible use of SETA grants or SARS tax rebates to support skills development.

• ISO 9001:2015 compliance is mandatory.
• Submit QMS manual, Quality Policy (aligned with corporate strategy), Quality Objectives, Internal Audit Procedure, Control of Non‑conforming Outputs, Corrective Action Procedure, Draft Contract Quality Plan.
• Provide examples of Inspection/Test Plans or Quality Control Plans, and documentation of roles, responsibilities and authority.
• Evidence of control over externally provided processes, products and services.
• QMS must demonstrate consistent compliance with all Eskom requirements.

• Complete the Pricing Schedule/BOQ (Annexure 20) and upload in PDF and Excel formats.

• Payment terms: invoices paid within 30 days for contracts ≤ R50 million (incl. VAT) and within 60 days for contracts > R50 million.

• B‑BBEE: valid certificate or sworn affidavit required; points awarded per PPPFA scoring table.

• Attach a valid COIDA Letter of Good Standing (South African entities) and OHS competency evidence.
• Submit site‑specific Spillage Management Plan, Aspect & Impact Register, Hazardous Substances Register, Safety Data Sheets, Waste Management Plan and all relevant permits.
• Safety Officer must hold at least Grade 12 qualification or SAMTRAC certification.

• Submit an Environmental Policy signed and aligned with ISO 14001:2015.
• Provide a site‑specific Environmental Management Plan (aspects, impacts, mitigations) signed by responsible authority.
• Include a Spillage Management Plan for transportation and off‑loading, signed.
• Provide Aspect & Impact Register, Hazardous Substances Register, Safety Data Sheets, and a signed Waste Management Plan.
• Attach all required environmental permits and licences.

• Contract duration: 5 years.
• Payment terms: 30 days for contracts ≤ R50 million, 60 days for contracts > R50 million (VAT‑inclusive invoices).
• Tender validity: 120 days from the closing date.
• No public tender opening; submissions are downloaded electronically.
• Contract conditions follow the NEC (or other as per Annexure O).
• Sub‑contracting mandatory for contracts > R30 million (minimum 30 % to designated groups).

• Eskom may negotiate prices after the competitive process if tendered prices are not market‑related.

• Eskom will retain 2 % of each invoice (excluding VAT) as security for SDL&I obligations; retained amount released only after full compliance.
• Quarterly SDL&I compliance reports must be submitted using the prescribed data‑collection template. Eskom will review reports within 30 days and may invoke retention clauses if obligations are not met.
• SDL&I Implementation Schedule must be completed and returned within 28 days of contract award.
• Penalty of 2 % of the contract value applies for failure to meet SDL&I obligations.
• No performance security is required.
• Market research is open market; reverse e‑auction does not apply.
