Submit a single-volume tender offer by completing all Returnable Documents, including the fully priced Pricing Schedule (MBD 3.1). Sign the Offer section in the Form of Offer and Acceptance (C1.1) and deliver the bound document to Victor Khanye Local Municipality.

• Required forms: MBD 2 (Tax Clearance Certificate), MBD 4 (Declaration of Interest), MBD 5 (Declaration for procurement above R10M, if applicable), MBD 6.1 (Preference Certificate), MBD 7.1 (Contract Form for goods/works), MBD 8 (Declaration of past SCM practices), MBD 9 (Certificate of Independent Bid Determination).
• Returnable Schedules: Schedule 1-8 (e.g., Board Resolutions, sub-contractor details, addenda records).
• Initial all pages of the tender document. Erasures or masking fluid are prohibited.

• Non-responsive tenders (incomplete, unsigned, or with material deviations) will be rejected.
• Clarifications may be requested up to 5 working days before closing. Attend clarification meetings if required.
• Tender validity period: minimum 90 working days after closing. Substitutions or withdrawals require written notice before closing.

Scope: Supply and delivery of Fire Departmental Personal Protective Clothing (PPE) for Victor Khanye Local Municipality.

• Deliverables: PPE must meet the specified standards for fire department use (details in Part C3: Scope of Work).
• Contract type: Single-volume procurement for goods (no two-envelope system).
• No alternative offers will be accepted unless a main compliant offer is also submitted.
• Pricing must be fixed for the contract duration, stated in Rand, and include all duties/taxes (excluding VAT). VAT must be shown separately.
• Contract data and specifications are provided in Part C1.2 and Part C3 of the tender documents.

• Pricing Schedule (MBD 3.1) must be fully completed, with prices in words and figures (words govern in case of discrepancy).
• Include all duties, taxes (except VAT), and levies applicable 14 days before closing.
• VAT must be shown separately as an addition to the total.
• Rates and prices must be fixed for the contract duration unless otherwise specified in the conditions of contract.
• Payment terms and securities (bonds, guarantees, insurance) may be required as per the conditions of contract (Part C2).
• Financial statements (latest 3 years, audited) may be required for procurement above R10 million (MBD 5).

• CSD Report: Full report (not a summary) not older than 3 months. Must confirm SARS tax compliance.
• Municipal Accounts: Latest accounts for the business and ALL directors, not older than 3 months at closing. Accounts must not be in arrears for more than 90 days.
• Proof of Business Address: CIPC registration address is default unless another active site is proven via:
• Municipal account (≤3 months old), or
• Valid lease agreement, or
• Stamped/verified proof of residence from Ward Councillor/Traditional Authority (for rural areas).
• Proof of Director’s Address: Same as above (municipal account, lease, or verified rural proof).
• Affidavits: Required if:
• Municipal account name differs from director but address matches CIPC, or
• Business operates from a different address than CIPC, or
• Business and director share an address.

Affidavits must be commissioned by a Commissioner of Oaths and ≤6 months old at closing.

• Tax Clearance Certificate (MBD 2): Original, valid, and issued by SARS.
• B-BBEE: Submit original/valid/certified copy of targeted goals (MBD 6.1) to qualify for preference points.
• MBD 4: Declaration of Interest (signed).
• MBD 8: Declaration of past Supply Chain Management Practices (signed).
• MBD 9: Certificate of Independent Bid Determination (signed).
• Directors must not be in the service of the State.
• Tenderer or directors must not be listed on the Register of Tender Defaulters.
• No history of SCM abuse or contract performance failures with written notice.
