Financial Requirements

Imported supplies must be quoted on a Delivered Duty Paid (latest ICC Incoterms) basis to the end destination in SA, unless otherwise specified. Lead time for delivery must include all non-working days, holidays, and periods for stocktaking or plant repairs. Prices for local supplies must be inclusive of VAT, shown separately on the Tax Invoice. For foreign services, VAT applies only to the local portion (commission) and must be shown separately. Payment terms are as per the Terms and Conditions of Contract. Alternative payment/financing proposals may be submitted but must include full details; evaluation will consider financial merits. Conditional discounts (e.g., for early payment) are calculated from the date Transnet receives the correct month-end statement and Tax Invoice. Incomplete/incorrect invoices will delay the discount period. Advance payments may require a guarantee. A non-refundable bid fee may apply, but documents are also available free on the National Treasury eTender Portal. For foreign currency remittances, SARB approval is required. Transnet prefers Rand-based agreements and may request forward exchange cover for foreign currency portions. Pro-forma/tax invoices may be requested for VAT compliance. No price adjustments will be recognised if increases occur after the delivery date.

Successful bidders must provide security (e.g., Deed of Suretyship from an approved SA financial institution) for contract fulfilment within 30 calendar days of acceptance. Failure to provide security may result in contract cancellation. Security may be used to cover Transnetβs losses due to breach of contract. Guarantees for advance payments may be required. All returnable documents must be submitted; failure to submit mandatory documents will result in disqualification.
