• Bids must be delivered to the bid box at 473 Steve Biko Road, Cnr Soutpansberg & Steve Biko Road, Arcadia, Pretoria/Tshwane by 11:00 AM on 27 February 2026. Late bids will be rejected.
• Use the official SBD forms supplied (SBD 1 – Invitation to Bid, SBD 4 – Bidder Disclosure, SBD 6.1 – Preference Points Claim, etc.). Do NOT re‑type the forms.
• Required returnables (to be submitted with the bid):

– Completed and signed SBD 1 invitation form

– Proof of registration on the Central Supplier Database (CSD number) or SARS Tax Compliance PIN

– Completed SBD 4 disclosure form

– Completed SBD 6.1 preference points claim form

– Valid B‑BBEE certificate (level 7 or higher) or sworn affidavit

– If applicable, disability confirmation certificate

– For joint ventures/consortia: signed JV agreement and separate CSD/TAX documents for each party

– Letter of authority authorising the signatory

• All documents must be bound and an electronic copy (USB) must accompany the master bid document.
• Failure to provide any of the above may render the bid invalid and result in disqualification.

• Evaluation is conducted in three phases:

1. Pre‑compliance – check for submission of all SCM returnables, CSD registration, SARS tax PIN and required disclosures.

2. Mandatory requirements – verify accreditation certificates for the training programmes listed and any other mandatory documents. Non‑compliance leads to disqualification.

3. Functionality (technical) criteria – assess project plan, methodology, resource allocation, risk management, facilitator qualifications and relevant experience.

• Minimum score to qualify for the panel: 75 % in the functionality phase.
• Scoring for functionality is weighted (e.g., project plan up to 5 points, team‑leader experience up to 5 points, facilitator registration up to 5 points, reference letters and completed projects up to 5 points, etc.) – total 100 points.
• Preference point system: 80/20 – 80 points for price (when RFQ is issued) and 20 points for specific goals (e.g., B‑BBEE ownership thresholds).

• Scope: Establish a panel of accredited training service providers to deliver Education, Training & Development (ETD) services over a three‑year period, on an “as‑and‑when‑required” basis.
• Deliverables include:

– Accredited training programmes (see Annexure A for the full list of unit‑standard‑based courses).

– Facilitation by qualified trainers/assessors registered with the relevant SETA or professional body.

– Provision of all training materials, equipment, hand‑outs and stationery.

– Customisation of content to Department needs, pre‑visits, assessments, attendance tracking, training reports and competency certificates.

– Reporting: periodic (weekly/monthly/quarterly) training reports and a final project report as per Department templates.

• Capacity requirements: indicate number of qualified facilitators (CVs required) and their professional registrations.
• Methodology must include work‑breakdown structure, objectives, milestones, timeframes, resource allocation and risk‑mitigation plan.
• Training may be delivered in any official South African language.
• The Department will provide project start/end dates and any special arrangements once a contract is awarded.

• No pricing or quotation is required at the bid submission stage; a Request for Quotation (RFQ) will be issued to successful panel members when a specific training need arises.
• Offer must be valid for 120 days from the closing date (subject to possible extension by written notice).
• The Department reserves the right to negotiate price with the recommended bidder(s) and is not obliged to invite other bidders to the RFQ.
• No bonds, guarantees or advance payments are mentioned in the tender documents.

• Register on the Central Supplier Database (CSD) and provide the CSD number with the bid.
• Provide SARS Tax Compliance PIN or printed Tax Compliance Certificate.
• Submit a valid B‑BBEE certificate (minimum Level 7) or a sworn affidavit confirming the level.
• If applicable, submit disability confirmation certificate.
• For joint ventures/consortia: provide signed JV agreement and separate CSD/TAX documentation for each party.
• Letter of authority authorising the signatory to bind the company.
• All required documents must be signed and dated; failure to comply may lead to disqualification.
