e) Proof of Gauteng operating address (municipal account, utility bill ≤ 3 months, lease, etc.).

f) Fee/cost structure (Annexure D) with breakdown of additional staff/services.

g) Letter of good standing from the Compensation Commissioner (COIDA).

h) Current health & safety policy and training plan.

i) Liability insurance cover (minimum R5 million per claim).

j) Completed and signed SBD forms.

k) Certificate of attendance at the compulsory site briefing.

• Mandatory compliance items (must be met to avoid disqualification):
• Valid PSIRA registration for the company and for all owners/managers.
• Operational office/business in Gauteng (proof of address required).
• No directors/owners employed by the State and not listed on the Register of Tender Defaulters or Restricted Suppliers.
• Tax compliance – valid SARS TCS PIN or CSD registration number.

Scope of Work:

1. Provide 24 h/365 day security guarding services at the National Zoological Garden (NZG), Pretoria for three (3) years.

2. Staffing levels as per the detailed table (e.g., 2 Grade B supervisors, 3 Grade C main officers, plus grade C officers for gates, parking, specific zones – total 84 clocking points).

3. Core duties:

• Access and exit control at all gates.
• 12‑hour patrol shifts (06:00‑18:00 and 18:00‑06:00) with hand‑over at shift change.
• Enforcement of NZG internal rules and municipal by‑laws (no balls, pets, bicycles, quad‑bikes, swimming, amplified sound, fires, unauthorised vendors, etc.).
• Vehicle registration and control at the main entrance.
• Incident recording in the occurrence book and preparation of security reports.
• Participation in the NZG Emergency Response Team.

4. Language: All officers must be proficient in English and at least one other official language.

5. Equipment to be supplied by the Service Provider (cell phone, two‑way radios/PTT, 9 mm firearm, bullet‑proof vest, quad bike, GPS/clocking tags, torches, taser/pepper spray, handcuffs, notebooks, breath‑alyser, etc.).

6. Supervision: Minimum one daytime and one nighttime supervisory visit per shift; visits must be logged in the occurrence book.

7. Service Level Agreement (SLA) compliance will be monitored monthly.

8. SANBI will provide guard houses, gate remotes, keys, weekend duty instructions and refresher training.

9. Additional ad‑hoc officers may be required for special events; notice period to be agreed in advance.

10. All staff must attend site induction (emergency plan, site layout) before deployment.

1. Access Control – close gates as instructed, lock/unlock at designated times, register all vehicles and keep a visible officer at the gate; enforce NZG by‑laws.

2. Patrols – 12‑hour shifts with hand‑over; use two‑way radios and GPS/clocking tags to record movements.

3. Incident Management – record all incidents in the occurrence book, prepare security reports and notify the NZG Emergency Response Team.

4. Supervision – conduct at least one daytime and one nighttime supervisory visit per day; log visits in the occurrence book.

5. Communication – maintain functional two‑way radio/PTT system; test communication between control room and field units daily.

6. Reporting – submit monthly compliance meeting minutes and quarterly performance reports as required by the SLA.

• Site/Project Manager: minimum 6 years relevant security experience; provide CV, ID, driver’s licence and security qualifications (Grade A/B, Matric, post‑matric).
• Supervisors: at least two, each with > 6 years supervisory security experience, valid PSIRA certificates and the same identification documentation.
• All identity documents, driver’s licences and competency certificates must be certified copies.
• Less than one year of relevant experience receives no points.
• Training & Skills Development Plan (minimum 10 points) must outline code of conduct, PSIRA procedures, access‑control training, record‑keeping and ongoing skill upgrades.

Mandatory quality documentation (Section 5.1) includes:

1. Current CSD registration report.

2. Valid PSIRA certificates for the company and each owner/manager.

3. Valid ICASA licence or PTT service contract.

4. Proof of Gauteng operating address (municipal account, utility bill ≤ 3 months, or lease).

5. Detailed fee/cost structure (Annexure D) with breakdown of additional staff/services.

6. COIDA good‑standing letter (Department of Labour).

7. Current health & safety policy and training plan.

8. Liability insurance cover (minimum R5 million per claim).

10. Company profile, audited financial statements, CVs of Site/Project Manager and at least two supervisors, ISO 9001 (optional), track record, five reference letters (minimum three from different organisations), training & skills development plan, and evidence of operational capacity (control rooms, vehicles, two‑way radio/PTT communication).

1. Tax compliance – provide a valid SARS TCS PIN or, if unavailable, a current CSD registration number.

2. Central Supplier Database – submit a current CSD registration report.

3. PSIRA registration – valid certificate for the company and for each owner/manager; must remain valid throughout the contract.

4. ICASA licence – certified copy of a valid ICASA licence or a contract with a recognised PTT service provider covering the NZG location.

5. COIDA – letter of good standing from the Compensation Commissioner (Department of Labour).

6. B‑BBEE – sworn affidavit or verification certificate showing the B‑BBEE level (required to claim preference points).

7. Health & Safety – current OHSA compliance file, company health & safety policy and training plan; provide PPE as listed in the technical specifications.

8. Environmental – compliance with the National Environmental Management Act, the Waste Act and any site‑specific environmental permits; submit an environmental management plan if required.

9. Insurance – liability cover of at least R5 million per claim.

10. All mandatory documents listed in Section 5.1 (CSD report, PSIRA certificates, ICASA licence, Gauteng address proof, fee structure, COIDA letter, H&S policy, liability insurance, signed SBD forms, briefing certificate) must be submitted in both the sealed envelope and on the USB. Failure to provide any mandatory document will result in disqualification.

• Submit a sworn affidavit or verification certificate confirming the B‑BBEE level (required for preference points).
• Provide evidence of Black ownership percentage and Female ownership percentage – each can earn up to 10 points.
• Without the B‑BBEE verification, no B‑BBEE preference points will be awarded.

• All staff must attend site induction (emergency plan, site layout) before commencing work.
• Service Provider must maintain a safe work environment and comply with the Occupational Health & Safety Act (OHSA) and its regulations.
• Provide required PPE (protective clothing, harnesses, rain‑coats, torches, handcuffs, etc.).
• Report any incident to SANBI within 24 hours and implement remedial actions.
• Respond to SANBI Health & Safety notices (Improvement, Contravention, Prohibition) as required.
• Maintain an up‑to‑date Safety, Health & Environmental file on site (to become SANBI property at contract end).
• Conduct daily and nightly supervisory visits, recorded in the occurrence book.
• Ensure all officers are proficient in English and at least one other official language.

The Service Provider must comply with:

• National Environmental Management Act (NEMA).
• Waste Act.
• All relevant environmental permits and waste‑management procedures for the NZG site.
• Provide an environmental management plan (if required) and ensure activities minimise impact on the garden’s flora, fauna and river ecosystem.

• Contract duration: three (3) years.
• Performance review every three (3) months; possible annual renewal subject to fund availability.
• Successful bidder must sign the standard SBD7 contract form.
• All delivery costs must be included in the firm price; delivery basis must be specified.
• Contract governed by the Preferential Procurement Policy Framework Act 2000, PPP Regulations 2017 and the General Conditions of Contract.
• SANBI reserves the right to verify information, cancel or withdraw the tender, and disqualify any non‑compliant bidder.
