Three-year contract for leadership, competency, and psychometric assessment services for SACAA

The South African Civil Aviation Authority (SACAA) invites bids to conduct leadership, competency, and psychometric assessments for a period of three (3) years. The purpose is to support the development of leadership capabilities across the organisation through professional assessments and feedback mechanisms. SACAA is a Schedule 3A public entity under the Department of Transport, mandated to administer civil aviation safety and security oversight in South Africa. The successful service providers will form part of a panel to deliver targeted interventions, including assessments, feedback, and integration into development plans.

Evaluation follows a three-phase process: Phase 1 (SCM Administrative Mandatory Compliance) checks completeness and correctness of documentation. Bids failing this phase are disqualified. Phase 2 (Technical/Functional) scores bids out of 100 points, with a minimum threshold of 70 points to qualify. Criteria: Company profile (10 points max: 10-15 years = 5 points, 16+ years = 10 points); Sample assessments and reports (30 points max: all required samples must be submitted); References (20 points max: 3 references = 10, 4-5 = 15, 6+ = 20); Team experience (20 points max: 5-10 years = 15, 10+ years = 20); Team qualifications (20 points max: 3-4 psychologists = 10, 5+ = 20, with HPCSA registration and psychometric certification required). Phase 3 (Price and Preference): Price scored using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid. Preference points (max 20) awarded for B-BBEE status level per Preferential Procurement Regulations 2022 (e.g., Level 1 = 20 points, Level 2 = 18 points). Subcontracting details and B-BBEE status of subcontractors must be declared. Bids failing to meet the 70-point technical threshold or submit required B-BBEE documentation will be disqualified.

The service provider must ensure all services conform to the standards specified in the bidding documents. Contract documents and information provided by SACAA must not be disclosed or used without prior written consent, except as necessary for contract performance. All documents (except the contract itself) remain SACAA’s property and must be returned upon completion if required. The service provider must permit SACAA to inspect and audit records related to contract performance.

Pricing must be in South African Rands (R) and remain firm for 180 days from the closing date (26 June 2026). Bidders must provide: 1) Ceiling price covering total estimated time for all phases, including VAT and all expenses; 2) Rates for all personnel involved (hourly and daily); 3) Cost breakdown per project phase, including man-days; 4) Travel expenses (actual costs only, with proof required); 5) Other expenses (e.g., accommodation, reproduction costs) with proof. Certified invoices must be rendered for all expenses. Travel reimbursement rules: full-time staff reimbursed for return office-to-site or home-to-site journeys (whichever is lesser); part-time staff reimbursed for return office-to-site or alternate site-to-site journeys; trips exceeding 40km per journey (round trip) are reimbursable for non-monitoring staff.

Performance security (bank guarantee, irrevocable letter of credit, or cashier’s cheque) must be furnished within 30 days of contract award. Payment terms and invoicing must comply with certified invoice requirements.

Mandatory compliance: 1) Registration on the Central Supplier Database (CSD) with a valid supplier number; 2) Completed and signed SBD1 (Invitation to Bid), SBD4 (Bidder’s Disclosure), and SBD6.1 (Preferential Procurement Points); 3) Tax Compliance Status (TCS) PIN from SARS or CSD registration number (for each party in consortia/joint ventures); 4) B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points; 5) Proof of HPCSA registration as a Psychologist and certification to conduct psychometric assessments for all team members; 6) No bids accepted from state employees or entities with state-employed directors/members. Foreign bidders must complete a questionnaire if not RSA residents or without a local branch/permanent establishment. Non-compliance with any requirement may render the bid invalid.

Dispute resolution follows a three-step process: negotiation (10 days), mediation (15 days via Arbitration Foundation of Southern Africa), and arbitration (15 days, expedited under AFSA rules). Arbitration shall be held in Centurion, South Africa, in English, with South African law applying. The arbitrator’s award is final and binding. SACAA’s interpretation of bid requirements prevails in case of discrepancies. Contracts are governed by South African law, and the Magistrate Court for the district of Johannesburg has jurisdiction for any actions arising from the contract. Bidders must accept full responsibility for the proper execution of all obligations under the contract.

SACAA reserves the right to: withdraw the call for proposals at any time; reject any proposal; determine the number of service providers to be appointed (intends to appoint up to five); relax or condone any special conditions; request clarification from bidders; award work to multiple panel members (requiring collaboration between successful bidders). Appointment to the panel does not guarantee work; a quotation process will follow within SCM policy. Successful bidders may be required to twin up with one another.
