Submit bids electronically via the Transnet e-Tender Submission Portal (transnetetenders.azurewebsites.net) using Google Chrome. Upload all bid documents against the selected tender/RFQ. Bidders must upload at least one day before the closing date (10 June 2026, 10:00 PM) to avoid technical issues (e.g., internet speed, bandwidth). Maximum upload size per file: 30MB; multiple uploads are permitted. Late submissions will not be accepted. Evaluation follows a 7-step process: (1) Test for administrative responsiveness: Check if bid was submitted on time, all returnable documents are completed and signed, and bid is duly signed by an authorised representative. (2) Test for substantive responsiveness: Verify compliance with general/legislation criteria, presence of a priced offer, and material compliance with scope/specifications. (3) Minimum technical threshold (80 points): Rigging qualifications (30 points: 3 riggers = 30, 2 riggers = 20, ≤1 rigger = 0), LEEASA accreditation (20 points: certificate = 20, none = 0), crane availability (20 points: proof of 1x160-ton, 1x50-ton, 1x8-ton cranes = 20, none = 0), company experience (30 points: 2 purchase orders ≥ R1M = 30, 1 purchase order = 15, none = 0). (4) Weighted scoring: Price (80 points, using formula PS = 80*(Pmin/Pt)) + Specific Goals (20 points). (5) Post-tender negotiations (if applicable): Sequential negotiations with top 3 bidders to achieve market-related pricing. (6) Objective criteria: May override highest scorer based on skills transfer, ROI, supplier rotation, or risk assessment. (7) Award of business: Letter of Award issued to successful bidder(s).

(3) Crane availability: Provide proof of ownership or lease agreements for all specified cranes. (4) Experience: Submit at least 2 hard-copy purchase orders for rigging work completed in the past 24 months, with a combined value of ≥ R1 million. Purchase order numbers alone are not acceptable.

Bidder qualifications and experience: (1) Rigging qualifications: Submit proof of at least 3 qualified riggers (certificates required for full points under technical evaluation). (2) Company accreditation: Valid LEEASA (Lifting Equipment Engineering Association of South Africa) certificate required. (3) Crane availability: Provide proof of ownership or lease agreements for 1x 160-ton crane, 1x 50-ton crane, and 1x 8-ton crane. (4) Experience: Submit at least 2 hard-copy purchase orders for rigging work completed in the past 24 months, with a combined value of not less than R1 million. Purchase order numbers alone are not acceptable. (5) Key personnel: No specific qualifications for key personnel are stated beyond rigging certifications.

Pricing submission: (1) Submit via the Transnet e-Tender Portal (TDPS/System). (2) Format: Use the provided Price Schedule strictly; deviations may disqualify the bid. (3) Currency: All prices in South African Rand (ZAR), inclusive of VAT (15%). (4) Items: Quote for 'Provision of Tippler 01 Rigging and Crane Hire services' (Requisition No: PPA-109802). Mandatory compliance: (1) Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN (via SARS e-Filing at www.sars.gov.za) or a printed TCS certificate. For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number. If no TCS is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. (2) Central Supplier Database (CSD): Self-register on the CSD (https://secure.csd.gov.za/). Business will not be awarded to bidders not registered on the CSD (except foreign suppliers with no local entity). (3) B-BBEE: Submit valid proof of B-BBEE compliance (certificate or sworn affidavit per DTIC guidelines). B-BBEE status must remain valid for the contract duration; failure to renew may result in contract termination. (4) Returnable Documents: Complete and submit SBD1 Form, Quotation Form, Certificate of Acquaintance, RFQ Declaration and Breach of Law Form, Specific Goals Points Claim Form, and Protection of Personal Information Form. (5) Legal Compliance: Must comply with all applicable national/local laws, including the Employment Equity Act (Section 53). (6) Disclosure: Declare any commercial relationships with Domestic Prominent Influential Persons (DPIP) or Foreign Prominent Public Officials (FPPO) as per Transnet’s policy.

Contract terms: (1) Validity period: 180 business days from RFQ closing date (excluding the first day, including the last). Bidders may be requested to extend validity if evaluation is not finalised. (2) Binding offer: Quotation and Transnet’s acceptance form a binding contract. Failure to deliver within the quoted lead time may result in order cancellation and recovery of expenses by Transnet. (3) Contract conclusion: Final contract is concluded upon acceptance of the Letter of Award by the successful bidder. (4) Termination: Transnet may terminate the contract if the bidder fails to maintain valid compliance documents (e.g., B-BBEE status). (5) Disclosure: Contract details (e.g., company name, goods/services, value, duration) may be disclosed per JSE Debt Listing Requirements. (6) Restrictions: Bidders found guilty of serious breaches (e.g., Competition Act violations) in the past 5 years may be excluded. (7) Legal review: Proposed contractual terms are subject to review and acceptance by Transnet’s Legal Counsel. Material deviations may result in disqualification.
