Bids must: - Be placed in a sealed envelope clearly marked with tender number CM 01/2026. - Be deposited in Tender Box 1 in the foyer of the Civic Centre, Berg River Boulevard, Paarl, 7620. - Remain valid for a minimum of 120 days after closing. - Be submitted before 10:00 on 26 February 2026. Tender Box 1 hours: Mondays-Thursdays 08:00-16:45, Fridays 08:00-15:30 (closed weekends/public holidays). Late, emailed, faxed, telephonic, or telegraphic bids will NOT be accepted. Bids will be opened publicly at 10:15 on 26 February 2026 at the Civic Centre. Failure to comply with submission rules (e.g., incorrect marking, late submission, wrong box) will disqualify the bid.
Evaluation Criteria
Source: CM 01_2026 advert.pdfEvaluation follows the Preferential Procurement Regulations, 2022 (Gazette No. 47452) and Drakenstein Municipality’s SCM and Preferential Procurement Policies. Process: - Functionality assessment applies. Minimum 70% score required to proceed to preference points evaluation. - Preference point system: 80/20 (80 points for price, 20 points for B-BBEE or other preference criteria). - Responsiveness criteria (as stipulated in the tender document) must be met. - The lowest, only, or any bid may not necessarily be accepted. Council reserves the right to accept any part of a bid.
