General: Must be a legally registered entity (company, CC, partnership, or sole proprietor). No tender defaulters or individuals on National Treasury’s defaulter list. No fraud/corruption convictions in the past 5 years. No conflicts of interest (e.g., state employees or links to other tenderers). No abuse of the municipality’s SCM system. CIDB: Minimum grading 5CE or higher. Tax: Must be tax-compliant (SARS TCS PIN or CSD registration). No outstanding taxes, levies, or duties. Local Content: 100% minimum threshold. Functionality: Minimum 70% score required to qualify for further evaluation. Scoring: 80/20 or 90/10 preferential points system (80 or 90 = Price, 20 or 10 = Specific Goals per MBD 6.1).

Scope: Upgrading surfaced roads, sidewalks, and stormwater systems in the CBD for 18 months (Contract WMM-LM 000104). Standards: General Conditions of Contract for Construction Works (3rd Edition 2015, SAICE), COLTO Standard Specifications for Road and Bridge Works (1998 edition), Occupational Health and Safety Act No. 85 and Construction Regulations 2003. Contractor must provide names and evidence of eligibility for management and supervisory staff for labor-intensive works. Access for inspections and testing by municipal personnel is mandatory.

Pricing: Complete Schedule of Quantities (C2.2) in black ink only; corrections must be crossed out and initialed. Bonds/Guarantees: Form of Guarantee (C1.3) and Agreement per Section 37(2) of OHSA (C1.4) required. Validity: Tender offer valid for 90 days from closing date. VAT: Mandatory registration with SARS if taxable supplies exceed R1 million in any 12-month period. Payment terms and financial capacity assessed during evaluation.
