• Scope: Supply and delivery of Ref 395 Mesh for the Ncora Irrigation Scheme canal rehabilitation in the Eastern Cape.
• Technical compliance must be declared in Section 3.2.15 of the bid document.
• Quantity: 700 units (as per Table 3).

• The bidder must comply with the use of contract documents and inspection requirements as per the General Conditions of Contract.

• Central Supplier Database (CSD): Must be registered and submit a CSD report.
• Tax Compliance: Must be tax compliant with SARS. Submit a SARS Tax Clearance letter and PIN, or a TCS certificate. Joint venture partners must each submit separate proof.
• Company Registration: Must be actively registered with CIPC. Submit a CIPC/CIPRO certificate.
• B-BBEE: Submit an original or certified copy of a valid B-BBEE Status Level Verification Certificate. Failure to submit forfeits preferential points.
• Compensation Fund: A valid letter of Good Standing with the Compensation Commissioner is required.
• Local Content: A minimum threshold percentage for local production and content for Steel Reinforcing (Ref 395 Mesh) applies as per DTI specifications. Complete Annexure C (Local Content Declaration).
• Foreign Suppliers: If not resident in RSA, without a branch, permanent establishment, income, or tax liability in RSA, registration for a SARS TCS PIN is not required.
• State Employees: Bids from persons in the service of the state, or companies with directors who are state employees, are not considered.

• A valid letter of Good Standing with the Compensation Commissioner in terms of the Compensation for Occupational Injuries and Diseases Act is required.
• Third-party insurance registered with the Financial Services Board may also be required.

• The contract is governed by the National Treasury General Conditions of Contract (NT GCC).
• Key clauses cover: Payment terms, Prices, Contract amendments, Assignment, Subcontracts, Delays, Penalties, Termination for default, Force Majeure, Termination for insolvency, Dispute settlement, Limitation of liability, Applicable law, Taxes and duties.

• The evaluation follows a four-phase process: Mandatory Requirements, Administrative Compliance, Technical Evaluation, and Preference Points.
• Mandatory: A complete and signed SBD 4 form is required.
• Administrative: Must meet CSD, tax, CIPC, B-BBEE, Compensation Fund, authorized signatory, and local content requirements.
• Technical: Must declare compliance with specifications in Section 3.2.15.
• Preference Points: Uses the 80/20 system. Specific goals points are for women, disability, and youth ownership (up to 5 points each), Eastern Cape location (2 points), and B-BBEE level 1 or 2 for QSE/EME (3 points).
