• Evaluation follows a two-phase process:
• Phase 1: Supply Chain Management Administrative Compliance (mandatory). Failure to comply results in automatic disqualification. Requirements include:
• Correctness of bid documents.
• Compliance with bid regulations (e.g., CSD registration, tax compliance).
• Quoting for all items.
• Bid price indicated on the pricing schedule.
• Phase 2: Specific Goals (20 points under the 80/20 preference point system).

• Price accounts for 80 points. Points are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price and Pmin is the lowest acceptable tender price.

• Preference Points (20 points total) are awarded for specific goals. Each goal is worth 5 points:
• Ownership by Black People: Requires a sworn affidavit signed and dated by a Commissioner of Oaths.
• Ownership by Women: Requires a sworn affidavit (signed by Commissioner of Oaths) and a certified copy of ID.
• Ownership by Youth: Requires a certified copy of ID and a sworn affidavit (signed by Commissioner of Oaths).
• Ownership by People Living with Disabilities: Requires an original or certified medical certificate from a registered practitioner and a certified copy of ID.

• B-BBEE Status: Submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs with annual revenue ≤ R10M or QSEs with annual revenue R10M–R50M) to qualify for preference points.

• The Department reserves the right not to award to the lowest bidder.

• Scope: Grass and shrubs cutting for the maintenance of a vacant site at ERF 110 Rautenbach, Gingindlovu.
• Deliverable: Four (4) cuts to be completed towards the end of March 2027.
• Work Items:
• Cutting of grass (800 sqm).
• Cutting of shrubs.
• Raking and dumping to the designated zone.
• The subtotal for these items must be multiplied by four (for the four cuts) to calculate the total work cost before VAT.

• Use Pricing Schedule SBD 3.1 for firm prices.
• Itemise: 1) Cutting of Grass (800 sqm), 2) Cutting of Shrubs, 3) Rake and Dumping to the Zone.
• Calculate a subtotal, then multiply by four (for the four cuts) to get the total before VAT.
• Add VAT at 15% to arrive at the Grand Total bid price. The offer must be valid for 90 days from the closing date.

• Only firm prices are accepted. Non-firm prices (including those subject to exchange rate variations) will not be considered.
• Submit your price on the official Pricing Schedule (SBD 3.1).
• Itemise the following on the pricing schedule:
• Cutting of Grass (800 sqm).
• Cutting of Shrubs.
• Rake and Dumping to the Zone.
• Calculate the subtotal for the work items, then multiply by four (for the four cuts) to get the total before VAT.
• Add VAT at 15% to arrive at the Grand Total bid price (must include all applicable taxes).
• Your offer must be valid for 90 days from the bid closing date (19 June 2026).

• Mandatory registration on the Central Supplier Database (CSD). If not registered at the bid closing time, you will be disqualified. Provide your CSD number and complete Section C (declaration that CSD information is correct and up-to-date).
• Tax Compliance: Submit your SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. Each party in a consortium/JV must submit separate proof. If no TCS PIN is available, provide your CSD number.
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs and QSEs) to qualify for preference points.
• Bidder’s Disclosure (SBD 4): Complete the form to declare any state employment, conflicts of interest, or related enterprises. Failure to disclose may result in disqualification.
• Foreign Suppliers: Must complete a questionnaire regarding residency, establishment, and tax liability in South Africa. If the answer is 'No' to all questions, a SARS PIN is not required.
