Evaluation follows the 80/20 points system: 80 points for price, 20 points for specific goals. Specific goals include: 15 points for Ownership by Black People (documentary proof: EME/QSE Sworn Affidavit signed and dated by Commissioner of Oaths, plus certified copies of ID documents of owners/shareholders/directors). 5 points for Promotion of Enterprises located within uMzinyathi District (documentary proof: municipal account showing physical business address OR signed and valid lease agreement). Scope: Water and Sanitation Programme (Phase 2) – Upgrades and Additions: Completion Contract for Mathukulula Secondary School, Midlands Region, uMzinyathi District. Contract duration: 9 calendar months. Bidders must visit the site at their own cost to familiarize themselves with logistics, conditions, and access.

CIDB Grading: 4GB or higher required. Bidders must be registered on the Central Suppliers Database (CSD). B-BBEE requirements: 15 points for Ownership by Black People (proof: EME/QSE Sworn Affidavit + certified IDs of owners/shareholders/directors). 5 points for enterprises located in uMzinyathi District (proof: municipal account with physical address OR signed lease agreement).
