Submit bids exclusively via the e-Submission (e-Tender) system. Email submissions will not be accepted. Required forms: SBD1, SBD4, SBD6.1, ATNS Pricing Schedule (Annexure A), Declaration of Interest, and Invitation to Bid. All must be fully completed, signed, and returned. Bids must remain valid for 60 days from submission. Late bids will be rejected. Non-compliance with submission conditions or incomplete pricing schedules will result in disqualification.

Submit a sealed, clearly marked envelope containing the completed tender document and all supporting documentation to: Supply Chain Management, Wing 1, Ground Floor, Themba Kojana Office Park, 79 Somerset Street, Maletswai, 9750. Deadline: 11:00 on 08 June 2026. Late submissions will not be accepted. Use only official forms (do not re-type). Electronic, faxed, or telegraphic bids are invalid. Ensure all forms (e.g., SBD 1, SBD 3.1, SBD 7.1) are fully completed, signed, and corrected as per instructions (no erasures; strike through errors, initial corrections). Failure to submit all required documents or comply with formatting rules may disqualify the bid. Tenders will be opened in public immediately after closing, with tenderer names, financial offers, preference points, and completion periods read aloud.

Submit via Transnet eSupplier Portal (https://esupplierportal.transnet.net/portal/). Use Google Chrome. Register/log in, toggle 'Log an Intent' to bid, and upload documents. Max 30MB per upload, multiple uploads allowed. Electronic pricing only (no paper). Submit at least 1 day before closing to avoid technical issues. Late submissions disqualified. Each bidder must use its own registered profile (no submissions via another company’s profile, even for subsidiaries). Joint Ventures may submit via any member’s profile. Required returnables: Form of Offer and Acceptance, Certificate of Attendance (T2.2-01) signed at compulsory briefing, fully completed Electronic Pricing Schedule. Disqualification risks: late submission, missing returnables, unsigned documents, non-attendance at compulsory briefing, submission via another company’s profile.

No late uploads will be accepted. • Upload must be completed at least one day before the deadline to avoid technical failures. • Each file may be up to 30 MB; use only alphanumeric characters in file names. • All returnable documents listed in the SBD (Section 5) must be signed, stamped and dated and uploaded: – Mandatory returnables (e.g., Rental Offer Price, Specific Goals Claim Form, B‑BBEE certificate/affidavit). – Essential returnables (SBD 1 form, Certificate of Acquaintance, RFP Declaration, Job Creation & Skills Development, Personal Information protection, Attendance certificate). – Returnables used for scoring (proof of B‑BBEE points, bank rating, reference letters, business plan, maintenance plan, cash‑flow). • Failure to provide mandatory returnables results in disqualification; missing essential returnables may lead to a deadline extension request, after which non‑submission leads to disqualification. • All returnables used for scoring must be submitted; if omitted the criterion scores zero. • Bidders must sign all pages and provide proof of authority (e.g., board resolution). • Bid validity: 120 business days from the closing date. • Late or incorrectly formatted submissions may be declared non‑responsive.

Required forms include SBD 1, Certificate of Acquaintance, RFP Declaration, Specific Goals Points Claim Form, Job Creation and Skills Development, and Protection of Personal Information. All pages of submitted documents must be signed by an authorised representative.

Completed Bids, in sealed envelopes, clearly marked TENDER 19/2026 UPGRADING OF THE ROBERTSON PRECINCT, should be placed in the tender box, at the Langeberg Municipal Office, 28 Main Road, Ashton, not later than 12:00 on 19 June 2026 when the Bids will be opened in public. Late, faxed or e-mailed tenders will not be considered. The official Bid document must be fully completed in black ink, all pages must be returned and the document should preferably be stapled or bound. Supporting documents must be submitted separately and must be stapled or bound.

Submit only in PDF format via the Ehlanzeni District Municipality portal: http://edmservices.ehlanzeni.gov.za on or before 01 June 2026 at 12h00. No hand, fax, post, or late submissions accepted. Mandatory documents: completed MBD forms, signed tender documents, CSD report (≤3 months old), bank account confirmation letter with bank stamp (≤3 months old) + affidavit if banking details not on CSD, certified copies of directors' IDs, CIPC registration certificate, valid SARS PIN certificate, municipal accounts/lease agreements (≤3 months old) for tenderer and directors, joint venture agreement (if applicable), and letter of authorisation from system vendor/licensor (if not the vendor). All certified documents must be ≤3 months old.

Submit original documents only. No fax or email bids accepted. Joint ventures must provide a notarized formation document. All bidders must complete and sign the bid checklist (pages 53-55).

Late, faxed, or emailed bids will not be accepted. Bids must be submitted on original, unaltered Mogale City forms (not re-typed, scanned, or electronically completed). Use black ink only; pencil or erasable pen is invalid. No pages may be removed. Mandatory documents: completed and signed MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9, CSD Registration Report, and pricing schedule (corrections must be initialed). Attendance at the compulsory briefing session on 29 May 2026 at 13:00 (Mayoral Parlour) is required; sign the attendance register. Failure to comply with any of these will disqualify the bid.
