Submit bids by 19 June 2026 at 11:00 to the bid box at the Supply Chain Management Unit, upper level of the West Wing, Mogale City Civic Centre, Corner Commissioner and Market Streets, Krugersdorp, 1740. Late, faxed, or emailed bids will not be accepted. Bids must be submitted on original, unaltered Mogale City forms (not re-typed, scanned, or electronically completed). Use black ink only; pencil or erasable pen is invalid. No pages may be removed. Mandatory documents: completed and signed MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9, CSD Registration Report, and pricing schedule (corrections must be initialed). Attendance at the compulsory briefing session on 29 May 2026 at 13:00 (Mayoral Parlour) is required; sign the attendance register. Failure to comply with any of these will disqualify the bid. Evaluation uses an 80/20 preference point system: 80 points for price, 20 points for specific goals (PPPFA 2022). Functionality criteria (20 points) require a minimum score of 16 to proceed. Specific goals include: location (10 points for Mogale City, 6 for West Rand District, 4 for Gauteng Province, 0 otherwise), youth-owned enterprise (5 points), and woman-owned enterprise (5 points). Preference points for B-BBEE require submission of a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs).

Supply, delivery, and offloading of ICT equipment for a 3-year period. Bidders must provide details of key staff, infrastructure, resources, and shareholder information (name, position, ID, citizenship, HDI status, ownership percentage). Authority for signatory must be confirmed via board resolution or similar for non-sole proprietors.

Pricing must be in South African Rand and inclusive of VAT (unless bidder is non-VAT registered; see compliance for VAT registration rules). Pricing schedule must be completed, signed, and corrected in ink with initials. Non-VAT vendors quoting contracts exceeding R1 million must include VAT and register as VAT vendors within 21 days of award. A 2% Corporate Social Responsibility (CSR) contribution (inclusive of 15% VAT) applies to non-Mogale City-based suppliers. Validity period for bids: 120 days.

Mandatory: Tax Compliance Status (TCS) PIN or CSD number for all bidders (including consortia/joint ventures). Submit TCS certificate or CSD Registration Report. Foreign suppliers must complete the pre-award questionnaire (Part B:3). B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Municipal compliance: Submit proof of municipal rates/taxes or service charges (not older than 3 months) or valid lease/rental agreement. No bids accepted from persons in the service of the state. Joint ventures must submit a notarized formation document. All documents must be original, handwritten in black ink, and signed by hand (no electronic signatures).
