Evaluation Criteria

Phase 2 (Scoring): 80/20 preference point system (80% price, 20% B-BBEE). B-BBEE points: 100% black ownership = 100% points, 51-99% = 50% points, <51% = 0%. Joint ventures/consortiums must submit valid B-BBEE certificates (SANAS-accredited) or consolidated scorecards. CSIR reserves right to award to lower-scoring bidder under PPPFA Section 2(1)(f) if higher-scoring bidder has directors/officers charged with fraud/illegal conduct.
Technical Specifications

Services must include: fitness-to-work testing (per Basic Conditions of Employment Act, Mine Health and Safety Act, OHSA regulations), medical surveillance (Hazardous Substances Act, OHSA regulations), mobile facility testing on CSIR sites, and on-service provider premises (within 40km of CSIR sites). Mandatory tests: physical examinations, audiometric testing (SANS 10083), spirometry (SANS 451), vision testing, working at heights, diving fitness assessments, Certificate of Fitness (OMP-signed), alcohol/substance testing, X-rays, pathology.
