7.1. Delivery Medium:
The delivery medium for learners will be physical in a classroom set-up, Sedfa
reserves the right to approve the training venue prior to commencement of the
training.
7.2. Learning Resources:
The service provider is required to supply all Learning Resources as per NQF Level 5
National Certificate in Banking.
7.3 Timeframe of Deliverables
The following project deliverables will be required to be delivered by the appointed
service provider, based on the phases outlined below:

per amount provided by Sedfa.

• Provide proof of payment of stipend to (learners/students)
• Stipends at the amount of R4 500,00 for category NQF Level
5 National Certificate in Banking to be included in total
quoted prize.
• Proof of Signing of the Learners/students Agreement.
• Learners contracted and registered with the Bank Seta
before end of March 2026.
7.3.2 Phase 2: Monthly Reporting and Close-out Report
• Submit a detailed project completion report to Sedfa on the March 2026 -
achievement of the Learnership, highlighting the successful 31 August
completion, failures, challenges and recommendations. 2027
• Post learnership program feedback report by learners.
• Provide certified BANKSETA “statement of results” and
certificates of competence.
• Provide monthly and quarterly performance Report.
• Provide monthly proof of payment of stipend made to
learners/students.
• Provide all learnership agreements/contracts.
• Provide monthly attendance registers and other relevant
documents required for the B-BBEE verification (Skills
Development element).
• Assist Sedfa in the B-BBEE preparation and verification
process for the financial year 2025/2026 and 2026/2027.

8. SERVICE PROVIDER ROLES & RESPONSIBILITIES
The successful service provider is expected to perform the following functions:
Learnership
8.1 Render a service to Sedfa for a period of eighteen months (18) based on the
phases indicated in the Terms of Reference.
8.2 Provide training/learning facilities for 57 learners based on physical
requirements.
8.3 Provide an implementation plan within a week of contracting with Sedfa.
8.4 Provide accredited course material for Banking pitched at NQF level 5 to 57
learners/students on the commencement date of the project.
8.5 Register learners with relevant banking SETA on LMIS.
8.6 Appoint assessors and moderators as per number of learners.
8.7 Appoint suitable qualified facilitators with relevant experience, qualifications
and skills.
8.8 Provide mentors for the 57 learners/students.
8.9 Develop a mentorship schedule/programme.
8.10 Provide all assessment and moderation services.
8.11 Provide certificate of completion and competence.
8.12 Provide Sedfa with monthly and quarterly report.
8.13 Provide a final consolidated report after the completion of the programme.
8.14 Ensure accurate records are kept and available for B-BBEE Verification.
8.15 Sedfa will require co-branding with the service provider for the awarding of
learnership beneficiaries (i.e. award letter).
8.16 Provide relevant technical support to the learners.
NB: Bidders that do not quote as per the requirements/ specification will be regarded
as non-responsive, and such proposals/ quotations will be disqualified.
9. Pricing Proposal/Schedule
Bidder must submit a pricing proposal as outlined in the Bid Proposal Template
(Appendix 1).
