The Service Provider or Independent Consultant must adhere to the scope of services/ work and
deliver according to the required outcome and deliverables. The placed Interim Chief Financial
Officer (CFO) is expected to perform all financial and payroll related functions as per the attached
Job Description including but not limited to:
• Providing executive oversight, leadership, and strategic direction in the execution of financial
activities;
• Perform CFO comprehensive functions on urgent basis;
• Maintaining a close liaison with the accounting authority and the executive team
• Responding to changing needs for financial information and advice;
• Contributing to the financial aspects of the strategic planning process;
• Ensuring that internal financial targets and budgets are fully consistent with the strategic
plan and relevant agreements with the Accounting Authority and other regulatory bodies;
• Managing working capital, assets and liabilities budgeting, and project finance management;
• Maintain financial records and ensure unqualified audit reports;
• Give financial input and advise on acquisition due diligence regarding proposed projects;
• Seek and secure funding for the business and oversee the implementation thereof;
• Regularly oversee and monitor that the budget and financial plans are carried out according
to the approved levels of delegation in conjunction with executive management;
• Plan, organise and control cash and borrowings so as to optimise interest and currency flows,
and minimise the cost of funds;
• Mitigate key financial elements of the company’s risk profile;
• Oversee adherence to monthly, quarterly, and annual financial reporting timelines per
legislation and other finance compliance requirements;
• Meeting reporting requirements as required in terms of financial management legislation
• such as Public Finance Management Act (PFMA), Treasury Regulations;
• Provide strategic oversight and guidance regarding the development and implementation of
processes, systems and controls in the Supply Chain Management (SCM) function, ensuring
compliance with relevant legislation, Supply Chain practices and standards, and internal
policies and procedures;
• Effectively manage company resources (people, finance, and assets); and
• Perform any other function that may be required by the CEO, Board of Directors and other
stakeholders in accordance with governance principles.
4. INDEPENDENCE, CONFIDENTIALITY AND OBJECTIVITY OF STAFF
In carrying out the services, the Service Provider or independent consultant must ensure that its
placed candidate maintains objectivity by remaining independent of the activities they execute. The
resource will also be expected to adhere to the confidentiality requirements throughout the project.
5. PROPOSAL SUBMISSION: RETURNABLES DOCUMENT
(Standard Bidding Documents) The verification during this phase is to assess the bid responses for
purposes of verifying compliance with RFQ requirements, whereby a bidder may be disqualified if
they do not fully comply which requirements as stipulated below:
• Submission of fully completed SBD1 (Invitation to Bid),
• Submission of a quotation on the company letterhead,
• Submission of fully completed SBD 4 (Bidder’s disclosure),
• Submission of fully completed SBD 6.1
• CSD Report
• Valid Tax Pin or Certificate
• Certified copy of BBBEE
6. EVALUATION CRITERIA
An assessment of functionality will be based on the evaluation criteria noted in the table below. Each of the
evaluation criteria in the table will carry a weighting as indicated, and the bidder will be required to score a
minimum of 75 points (out of the 100 points) to qualify and proceed to pricing and specific goals.
