1. SCOPE OF BID
The appointment of contractors for the cleaning, collection and disposal of waste in the
following areas: Upington, Louisvaleweg, Louisvale Dorp, Lesideng, Ntsikelelo,
Leerkrans, Karos, Lambrechtsdrift, Raaswater, Kalksloot and Melkstroom (maps
attached. The tenderer must ensure that all waste, illegally dumped in open areas, along
roads, between erven (but not on private erven) etc. must be collected and disposed of
at the nearest waste disposal site. The tenderer must also assist the Municipality in the
prevention and persecution of offenders who partake in illegal dumping of waste.
2. CLOSING DATE AND COMPULSORY MEETING
2.1 Sealed bids clearly marked “APPOINTMENT OF CONTRACTORS FOR THE
CLEANING AND REMOVAL OF REFUSE UNTIL 30 JUNE 2027 ” must be placed in
the Municipal tender Box before or at 14:00 on Friday, 13 March 2026 and will be
opened directly thereafter in the Councillor Chambers at the Municipal Offices.
2.2 A compulsory tender clarification meeting will be held on 13 February 2026 at 09H00
in the Council Chambers at the Head Office: Council Chambers located in Upington.
2.3 The tender clarification meeting commences strictly as indicated above and doors will
be closed
2. GENERAL REQUIREMENTS
2.1. This bid document as a whole, without any alteration, modification, deletion, editing
or formatting of the documents content, must be completed and returned no later
than the closing date and time to be evaluated. Any incomplete, altered, modified,
edited or formatted document will not be considered.
2.2. The lowest or only bid will not necessarily be accepted.
2.3. Bids per fax or E- mail will also not be considered, only the original signed document
will be accepted.
2.4. The following forms, Summary of items and bid price, MBD 1, MBD 4, MBD 6.1,
MDB 7.1, MBD 8 and MBD 9, must be completed.
2.5. Bids will be evaluated in accordance with the applicable Preferential Point Scoring
System as set out in the Councils Supply Chain Management Policy.
3.6. Bidders must be registered at National Treasury’s Central Suppliers Data Base

4. BID PRICING
4.1. Bidders are required to quote prices according to the price schedules and
specifications.
4.2. Price(s) quoted must be valid for at least 120 days from bid closing date

4.4. All prices must include delivery cost, accommodation and travel cost.

Removal of refuse must take place in the following areas:
Upington (various areas), Louisvaleweg,
Louisvale Dorp, Lesideng,
Ntsikelelo, Leerkrans, Karos, Lambrechtsdrift,
Raaswater, Kalksloot and Melkstroom.
Responsibilities of Contractor
The contractor must make use of a “bakkie” with ‘Cattle Rails’ or a truck. The vehicle
must have a sail on top to prevent waste from falling off. Vehicle must have a valid
license and be roadworthy (Please attached details of vehicle offered for rendering
this service).
The contractor will be responsible for the maintenance of his/her vehicle.
The contractor will be responsible for his/her own fuel and workers.
The contractor must remove the refuse once a week.
The contractor must dump the refuse at the local landfill site.
All areas within the earmarked area must be kept clean and inspections will be done
on a monthly basis to ensure the areas are clean before payments takes place.
Requirement of Contract
The municipality reserve the right to appoint a contractor per area or more than one area.

Duration of Contract
The contract will commence on 01 April 2026 or the date on which the contract is signed and
expires on 30 June 2027.
The prices tendered will be fixed for the contract term and no escalation will be
provided for.
Payment Method
3.1. The successful bidder will be paid monthly after he/she issued the municipality with
an invoice after works have been verified. The successful bidder must issue the
municipality with the invoice, on the 25th of every month and provide proof in the form
of photos that the area is clean.
