Returnable Documents: Bid must be signed and fully completed, including all Standard Bidding Documents (SBD 1, 3.3, 4, 6.1, and 7.2) and declarations of interest. Failure to submit any mandatory document will result in automatic disqualification.

Evaluation follows a three-stage process: 1) Qualification/Gatekeeper Requirements: Mandatory compliance with CSD registration, signed bid documents, and company registration certificate. Non-compliance leads to disqualification. 2) Functionality (100 points): Minimum threshold of 70 points required to proceed. Key areas: Capability & Relevant Experience (30 points), Methodology & Project Approach (40 points), Human Resources (10 points), Systems/Tools & Technology (20 points). Bidders may be invited for presentations. 3) Price and Preference (80/20): Price accounts for 80 points, B-BBEE status for 20 points. Bids above R1M but below R50M use this system. B-BBEE non-compliance limits scoring to 80 points (price only).

The PMU must deliver: Setup Phase: Implementation Plan, Disbursement Framework, Workplace Approval Framework, Tracking Tools/Dashboards, Reporting Templates, Risk Register. Implementation Phase: Monthly operational reports, Quarterly EXCO and AA reports, Annual programme evaluation, Full audit evidence packs, Payment reconciliations, Employer/learner master database, Enrollment/change management/completion/progression reports. Close-Out Phase: Programme Close-Out Report, Financial Close-Out Report, Audit Pack Submission. Duration: Up to 48 months (recruitment to close-out). Bidders may be invited for presentations.

Mandatory: 1) Registered on National Treasury Central Supplier Database (CSD) with active status and MAAA number. 2) Tax compliant (CSD verification) with PIN number provided. 3) Signed bid documents with SBDs (1, 3.3, 4, 6.1, 7.2) and declarations of interest. 4) Company Registration Certificate. 5) Proof of B-BBEE status (non-submission or non-compliance limits scoring to 80 points for price only). Additional: PRECCA compliance declaration (no endorsements under Section 28). PFMA-aligned financial administration, reconciliation, and audit evidence management required.
