Evaluation follows a 3-stage process: Stage 1A (Mandatory Requirements): Automatic disqualification if not met. Requires: (a) Proof of SAQA Unit Standard 12484 accreditation by the relevant SETA; (b) Three signed reference letters for similar firefighting training projects (Jan 2024 to date), on client letterhead, with duration and contact details. Stage 1B (Other Mandatory Requirements): PRASA may request missing documents within 3 working days. Failure to comply results in disqualification. Requires: (a) CSD supplier registration number; (b) Valid SARS PIN; (c) Completion of ALL RFQ documentation (including declarations); (d) Joint Venture/Consortium/Subcontract Agreement (if applicable), signed by all parties, indicating the leading bidder. Stage 2: Technical/Functional Requirements (N/A for this tender). Stage 3: Price (80 points) and Specific Goals (20 points). Price scoring uses the 80/20 Preference Point System: Ps = 80(1 − (Pt−Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable tender price. Specific Goals (20 points): (a) B-BBEE Level 1 or 2 Contributor (10 points, supported by sworn affidavit or SANAS-approved certificate); (b) At least 51% owned by Black People living in a rural area (10 points, supported by municipal/Eskom bill or letter from Induna/Chief). Objective criteria may override highest score in cases of negative track record, need to spread awards, or specialized requirements.

Scope: Provide Basic Firefighting Training aligned with SAQA Unit Standard 12484: 'Select and use the appropriate fire fighting equipment to extinguish or control fires in the workplace.' Target audience: PRASA staff at Culemborg Long Distance Train Maintenance (Old Marine Drive, Cape Town). Delivery: Combination of theoretical (classroom) and practical (controlled environment) training. Training provider must supply firefighting equipment for practical sessions at PRASA venue at their own expense. Course duration: 2 days. Key modules: (1) Discuss and explain procedures for dealing with fires in the workplace; (2) Demonstrate understanding of fire procedures; (3) Contain/extinguish fires; (4) Hand over fire/site to appropriate personnel; (5) Complete reports on fire status and equipment; (6) Identify fire type/context and select appropriate procedure; (7) Monitor fire changes and respond; (8) Retreat according to procedures. Learning materials must cover: Chemistry of fires, methods of fire transmission, types of fires, selection of firefighting procedures, fire prevention. Accredited training certificates must be issued to learners. Cost structure: Breakdown required for course duration, practical training, transport, learning materials, facilitator/assessor/moderator fees, and VAT @15%.

Pricing must be in South African Rand (ZAR), inclusive of all applicable taxes (VAT @15%). Submit pricing strictly in the provided schedule format—deviations may result in non-responsiveness. Firm price offer required, with clear cost breakdown. Indicate price escalation basis/formula if applicable. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may reject bids with non-market-related prices and negotiate with higher-ranked bidders. Payment terms: PRASA pays within 30 days of receipt of correct tax invoice. Delivery period: Specify earliest possible delivery in working days from date of order.
