Sign the submission register upon delivery. Bids must be submitted on the official forms provided (do not re-type). Late bids will not be accepted. Bids must be enclosed in a sealed envelope. Ensure all returnable documents (mandatory and other) are included. Failure to submit mandatory returnable documents will result in disqualification. Bids must not include references to other quotations or proposals. Any additional conditions must be in an accompanying letter. Do not attempt to canvass SCM officers or PRASA employees during the evaluation period, as this may lead to disqualification.

Stage 1A: Submit proof of SAQA Unit Standard 244365 accreditation and three signed reference letters for similar forklift training projects (Jan 2024 to date) on client letterhead, including duration and contact details. Stage 1B: Submit CSD supplier registration number, valid SARS PIN, completed RFQ documentation (all declarations), and signed Joint Venture/Consortium/Subcontract Agreement (if applicable). Stage 3: Scoring is 80 points for price (using the 80/20 preference point system: PS = 80(1 − (Pt−Pmin)/Pmin)) and 20 points for specific goals. Specific goals include: 10 points for Level 1 or 2 B-BBEE Contributor (proof: sworn affidavit or SANAS-approved certificate) and 10 points for at least 51% Black ownership in a rural area (proof: municipal/Eskom bill or letter from Induna/Chief). Objective criteria may justify awarding to a bidder other than the highest scorer.

Financial Requirements

Submit pricing strictly in the provided schedule format; deviation may result in non-responsiveness. Include a cost breakdown and price escalation basis/formula if applicable. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate a market-related price with the highest-scoring bidder if their price is deemed non-market related. If no agreement is reached, PRASA may negotiate with the second or third highest-scoring bidders. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. Delivery period: Specify earliest possible delivery period in working days from date of order.
