OWEN & VICTORIA STREET, MTHATHA, 5099, labelled 'TENDERS'. Late, telephonic, telegraphic, telex, facsimile, or e-mailed tenders will not be accepted. Bids must be submitted on the issued tender documentation. No briefing session will be held. Due to COVID-19, no bidders will be allowed at the tender box opening; the register will be published on www.ecdpw.gov.za/tenders. Tender validity period is 120 days. Evaluation is conducted in four phases: Phase 1: Prequalification - Only B-BBEE Status Level 1 contributors (EME/QSE with valid certificate or Sworn Affidavit) qualify. Non-compliance results in disqualification. Phase 2: Local Production and Content - Minimum 100% local content for Steel Components and Products. Non-compliance results in disqualification. Phase 3: Compliance and responsiveness to bid rules and conditions, evaluated on PPPFA. Phase 4: Price and B-BBEE preference points (80/20 system). Maximum points: 80 for price, 20 for B-BBEE. Total: 100 points. Price scoring uses the formula: A = (1 - (P - Pm)/Pm)

• W1, where W1 is 80 or 90 depending on tender value. Bidders must complete SBD 6.2 with Annexures C, D & E for local content. Failure to meet local content or submit required forms results in disqualification.

Scope: Repairs and renovations at Sir Henry Elliot Hospital in Mthatha. Contract duration: 10 months. Contract based on JBCC PBA 2000 Edition 4 with amendments from JBCC 6.2. Standards: SANS 10845-3 and Standard for Uniformity in Construction Procurement (Board Notice Government Gazette No 42622 of August 2019). Bidders must have suitable experience and qualified personnel for similar works. Joint ventures are allowed if all members are CIDB-registered in GB class, lead partner has CIDB Grade 7 GB or higher, and combined grading meets requirements. Work must be priced as per Bills of Quantities or Pricing Schedule (all trades except provisional sums).

Pricing must be in South African Rands (ZAR), fixed for the contract duration, and include all duties, taxes (except VAT), and levies applicable 14 days before closing. VAT must be shown separately. Tender security: Form and validity period to be as per SANS 10845-3 Annex D (amount not specified). Performance Bond/Guarantee/Surety/Security required post-award as per DPWI policy. Payment terms: As per JBCC PBA Edition 4.1. No compensation for costs incurred in attending interviews or submissions. Exchange rate for local content calculation: SARB rate at 12:00, 7 calendar days prior to closing date.

CIDB Grading: Minimum 7 GB or higher in GB class of works. CSD registration: Mandatory, with proof of registration and tax compliance (CSD report or tax status compliance pin). B-BBEE: Status Level 1 contributor (EME/QSE with valid certificate or Sworn Affidavit attested by Commissioner of Oaths). Local Content: 100% for Steel Components and Products (Designated Sector). DTI authorization required for imported raw materials not available locally. Sub-contracting: If sub-contracting >25%, valid B-BBEE certificates or Sworn Affidavits for all sub-contractors required. SMME Support: 30% of work must be allocated to SMMEs (EME/QSEs 100% Black-owned) in O.R Tambo Region/Municipality. Compensation Fund: Letter of good standing required. OHSA: Compliance with Construction Regulations, 2014. No tender defaulters or persons in service of the state may bid. Joint ventures must submit combined B-BBEE certificate and JV agreement.
