Attendance of the compulsory briefing session on 25 May 2026 at 11h00 (UUW Pineside Canteen, 13 Pineside Road, New Germany) is mandatory. Required returnable documents include: SBD 1 (Notice and Invitation to Tender), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), and a completed checklist of returnable schedules. Evaluation follows a three-stage process: 1) Mandatory/Administrative Requirements: Submission of a valid RMI Certificate, completed and signed SBD 4 (Bidder’s Disclosure), and attendance of the compulsory briefing session. Non-compliance may lead to disqualification. 2) Functionality: Bidders must score at least 70/100 points to proceed. Criteria include: - List of contracts for supply and delivery of spares (max 50 points: 15 for 1 contract, 25 for 2, 35 for 3, +5 per additional contract up to 50). - Tenderer’s experience (max 50 points: R500k–R1m = 10, R1m–R2m = 20, R2m–R2.5m = 30, R2.5m–R3m = 40, >R3m = 50). 3) Price and Preference: 80 points for price, 20 points for preference goals (10 for HDI 51% Black-owned, 10 for RDP location within eThekwini Municipality). The 80/20 system applies. Preference points require submission of proof (e.g., CSD Report, BBBEE Certificate, municipal bill, or CIPC document).

Supply and deliver vehicle spares for the Coastal Vehicle Workshop over a 3-year contract period. Specific technical requirements and specifications are detailed in Section 26 (Specifications of Goods Required) of the tender document. Bidders must ensure compliance with the listed specifications and deliverables as outlined in the pricing schedule (Section 28) and special conditions of contract (Section 29).

Pricing must be submitted in South African Rand (ZAR), including VAT where applicable. Use the pricing schedule format provided in SBD 3.1. Payment terms and adjustments (if applicable) are detailed in Sections 27 (Price Adjustments) and 30 (Draft Contract/Service Level Agreement). Bidders must provide a cash flow projection for the main contractor and CPG Partners within 2 weeks of contract award. Public Liability Insurance with a minimum cover of R10,000,000 is required for the contract duration.

Mandatory compliance requirements: Valid RMI Certificate, completed SBD 4 (Bidder’s Disclosure), and attendance of the compulsory briefing session. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs and QSEs) to qualify for preference points. Contract Participation Goals (CPG): 35% of the contract value must be subcontracted to targeted enterprises, including a minimum 10% Black Women participation and 10% local participation. CPG Partners must be selected from uMngeni-uThukela Water’s SCM Enterprise Development Database or proposed for approval. Tax Compliance: Submit a valid Tax Compliance Status (TCS) Pin. CSD Registration and CIPC documentation are required. Foreign suppliers must complete the provided questionnaire if applicable.
