• Evaluation Methodology: Three-stage approach:

1. Mandatory/Administrative Requirements.

2. Functionality and technical responsiveness.

3. Price and preference goals.

• Experience Requirement: Demonstrated experience in supply and delivery of stationery/pre-printed stationery.
• Submit signed reference letters for contracts over R1,000,000 in the past 5 years.
• Scoring: 4 letters=70 points, 5=80, 6=90, >6=100 points.
• Letters must be on company letterhead, confirming contract description, year/duration, and value.

• Payment Schedule:
• Submit payment certificates by the 25th of each month.
• Payment to main provider on the last day of the following month.
• Pay CPG partners within 3 working days after main provider is paid.
• Include a schedule showing total contract sum, CPG partner amounts, and percentage splits.
• Contract Participation Goals (CPG):
• Achieve at least 35% CPG (25% from area operations, 10% local).
• CPG partners must perform work directly, not sub-contract further.
• Failure to implement CPG commitments may lead to disqualification and award to next bidder.

• Payment Terms:
• Submit payment certificates by the 25th of each month (or nearest previous working day).
• Payment to the main service provider will be made on the last day of the following month.
• Contract Participation Goals (CPG) partners must be paid within 3 working days after the main provider is paid.

• Minimum 25% from enterprises in uMngeni-uThukela Water's area of operations.
• Minimum 10% from local participation (project footprint).
• CPG partners must be sourced from the entity's database or proposed for approval.
• CPG work cannot be sub-contracted further.
• Working capital arrangements with CPG partners must be agreed before commencement.

• B-BBEE: Submit a valid B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• Tax Compliance: Foreign suppliers must answer a questionnaire; if not liable for RSA taxation, SARS tax compliance PIN is not required.
• CSD Registration: Provide your CSD registration number.
• Mandatory Documents: Complete and sign SBD 4 (Bidder's Disclosure) and attend the compulsory briefing session.
• Authority to Sign: Provide a resolution authorizing the signatory to bind the company; failure may lead to disqualification.
• General Compliance: Bidders must comply with the PFMA, Preferential Procurement Policy Framework Act, and related regulations.
• Anti-Corruption: Any gift or gratuity to officials leads to disqualification; UUW may appoint a probity auditor.
• Grounds for Disqualification: Include infringement of confidentiality, corruption, unauthorized contact with officials, submitting incorrect information, or changes in bidder composition without approval.

• Health and Safety Declaration: Tenderer must comply with the Occupational Health and Safety Act and Construction Regulations 2014.
• The appointed service provider assumes the role of 'Designer' under the regulations.

• Anti-Corruption: Gifts to officials are prohibited; UUW may terminate relationships for corruption.
