Preference (10 points): Allocated per Specific Goals as follows - >15% of total expenditure = 3 points; >10% up to 15% = 2 points; >=5% up to 10% = 1 point; <5% = 0 points. For profit: >5% = 3 points; >3% up to 5% = 2 points. Functionality (if applicable) is scored individually by Bid Evaluation Committee members, calibrated if discrepancies exist, then averaged. Final score is the sum of price, preference, and functionality points (where applicable), rounded to two decimal places. Highest total adjudication points win.
