Late bids will be disqualified. Required returnable documents: fully completed and signed SBD1 (Invitation to Bid), pricing schedule (as per RFQ), and SBD4 (Declaration of Interest). SBD6.1 (Preference Claim Certificate) with B-BBEE certificate or sworn affidavit is required for preference points but non-submission does not disqualify. Successful bidder must sign SBD7 (Contract Form). No alternative offers will be accepted. Bidders may not contact SANParks staff other than the designated officials.

Evaluation uses the 80/20 preference point system. Price accounts for 80 points, and specific goals (B-BBEE and local supplier status) account for 20 points. Points for price are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price and Pmin is the lowest acceptable tender price. Specific goals: 5 points for valid B-BBEE certificate (51%+ black ownership) or sworn affidavit for EMEs/QSEs; 10 points for local suppliers adjacent to SANParks operations in Vhembe District/Blouberg Municipality (proof of address required). Mandatory requirements: Aquatic Pesticide Applicator Certification (or equivalent) and valid COIDA Certificate of Good Standing. Failure to meet mandatory requirements may disqualify the bid.

Scope: Treatment of E. coli, algae, and cyanobacteria in Mapungubwe Dam water pond (approximately 30,000 m³). Service provider must hold Aquatic Pesticide Applicator Certification or equivalent environmental pesticide management license. Valid COIDA Certificate of Good Standing is mandatory. Work must commence immediately after purchase order issuance.

Submit pricing in Rand (R) using the provided schedule. Total must include VAT @15% (for VAT-registered vendors). No alternative pricing options will be accepted. Payment terms: within 30 days of invoice receipt, per PFMA. Bid validity period: 90 days from closing date.

Mandatory: Registration on National Treasury Central Supplier Database (CSD) with proof of registration. Tax Compliance: Submit SARS TCS PIN or CSD number. For consortia/joint ventures, each party must submit separate TCS/CSD documentation. B-BBEE: Submit valid B-BBEE certificate (SANAS-accredited) or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers: Must answer questionnaire if applicable. Disqualification: Bidders in service of the state, or with directors/members in state service, are disqualified. SBD1, SBD4, and pricing schedule are compulsory returnables; non-submission results in disqualification.
