Submit a sealed envelope containing the completed and signed tender document, including all required returnable schedules, to Tender Box 243 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town before 10:00 on 7 August 2026. The envelope must be endorsed with: TENDER NO. 2G/2026/27, tender description, tender box number, and closing date. Ensure all pages are present, legible, and signed where required. Late tenders will not be considered. Tender offers must remain valid for 120 days after closing, extendable to 12 months plus a possible additional 6 months by mutual agreement. Withdrawal requests must be in writing and are subject to CCT approval. Tax matters in order with SARS; not restricted from CCT supply chain; no conflicts of interest; not guilty of contravening Competition Act; must submit Declaration of Interest, Conflict of Interest, Certificate of Independent Bid Determination, and other mandatory declarations; must meet minimum functionality score based on proven project experience (scored out of 100).

Orders will be allocated on a 'winner-takes-all' basis to the highest-ranked tenderer per region, with fallback to the next highest if the winner declines within 5 working days. Tenderers must demonstrate capability to supply, install, and repair equipment as per specifications in Schedules F13.1, F13.2, and F13.3. Samples may be required for testing and may not be returned. Quality control procedures must be submitted as per Schedule F13.1.

Tenderers must demonstrate:

• Professional and technical qualifications, competence, and experience in supplying, installing, and repairing outdoor gym equipment.
• Financial resources, equipment, managerial capability, reliability, and reputation.
• Legal capacity to enter into the contract.
• No conflicts of interest, SCM restrictions, or insolvency.
• For joint ventures: clearly define roles, responsibilities, and authority of each party. Submit partnership agreements and certificates of authority.

Submit a Quality Control Procedure (Schedule F13.1) as part of the tender. Samples may be required for testing and may not be returned. Tenderers must cooperate with CCT’s due diligence reviews and risk assessments. All work must comply with specifications and standards. Non-compliance with quality requirements may render the tender non-responsive.

Comply with all pricing instructions in the Price Schedule (Section C.4). Prices must cover all goods/services, obligations, and risks. Arithmetical errors will be corrected by CCT (amounts in words govern over figures; line totals govern over unit rates). Unacceptable rates (excessively low/high or unbalanced) may require justification or amendment. Price evaluation uses the 90/10 system for tenders above R50,000,000. Contract price adjustments and rate of exchange variations apply per Schedule F.1.

Comply with all pricing instructions in the Price Schedule (Section C.4). Pricing must cover all obligations, goods, and services specified. Arithmetical errors will be corrected by CCT per clause 2.3.8.2. Tendered rates deemed unacceptable (excessively low/high or unbalanced) may require justification or amendment. Performance security/guarantee (Annexure C) and advance payment guarantee (Annexure D) may be required post-award. Contract price adjustment and rate of exchange variation provisions apply (Schedule F.1). Payment terms and schedules are as per the contract. Tender fee: R200.00 (non-refundable for hard copies; not applicable for website downloads).

Mandatory compliance: Register on City of Cape Town (CCT) Supplier Database and National Treasury Central Supplier Database (CSD) as a service provider. Submit valid Tax Compliance Status PIN issued by SARS (each party in a joint venture must submit separately). Complete and submit all returnable documents: Declaration of Interest – State Employees (Schedule F.5), Conflict of Interest Declaration (Schedule F.6), Declaration of Tenderer’s Past SCM Practices (Schedule F.7), Certificate of Independent Bid Determination (Schedule F.9), Authorisation for Deduction of Outstanding Amounts Owed to CCT (Schedule F.8). For transactions above R10 million: submit audited financial statements (past 3 years), certificate of no overdue municipal service payments, contract history with organs of state, and statement on foreign sourcing/payments. B-BBEE compliance: submit sufficient documentary proof for preference points (Schedule F.4). Joint ventures must provide partnership agreements and certificates of authority. Tenderers must not be under SCM restrictions, insolvent, or in conflict of interest.

Compliance with Occupational Health and Safety Act (OHSA) and its regulations is mandatory. Tenderers must sign the Occupational Health and Safety Agreement (C.3) and ensure all work and equipment comply with OHSA. Subcontractors must also comply with OHSA conditions. Tenderers must demonstrate necessary competencies and resources to deliver services safely.

Contract period: 36 months from commencement date. CCT may accept/reject any tender or cancel the process before contract formation. Standby bidder may be nominated for award if the contract is terminated. Contract terms include compliance with CCT SCM Policy, OHSA, and all applicable laws. Schedule of Deviations (C.2.3) captures all agreed changes. Supplier must deliver securities, bonds, guarantees, and proof of insurance within 2 weeks of contract receipt. Failure to comply constitutes breach. Contract may be terminated for material irregularities, non-performance, or other valid grounds per SCM Policy.

Functionality criteria (minimum 60/100 to qualify):

• Supply of outdoor gym equipment: 0 projects = 0 points, 1-2 = 10 points, 3-4 = 25 points, 5+ = 35 points.
• Installation of outdoor gym equipment: 0 projects = 0 points, 1-2 = 10 points, 3-4 = 25 points, 5+ = 35 points.
• Repair of outdoor gym equipment: 0 projects = 0 points, 1-2 = 10 points, 3-4 = 20 points, 5+ = 30 points.

Price/preference: 90/10 system for tenders above R50,000,000. Preference points per Preferential Procurement Regulations 2022. Highest total adjudication points wins. Only responsive tenders are evaluated.
