Hard copy must be delivered to: The Tender Box in the foyer of the Municipal Building, 166 KE Masinga Road, Durban. Electronic submission must be made via the eThekwini Municipality JDE System (SSS Module). Tender offers submitted via any other means will be deemed invalid. Ensure all returnable documents (e.g., MBD forms, declarations, certificates) are fully completed, signed, and included. Seal packages as 'ORIGINAL' and 'COPY' with employer and tenderer details on the outside. Late submissions will not be accepted. Proof of posting is not accepted as proof of delivery.
Evaluation Criteria

Maximum 90 points for price (calculated as Ps = 90(1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid). Maximum 10 points for B-BBEE status and specific goals (ownership, RDP, sub-contracting). Functionality is not evaluated. Non-responsive tenders (e.g., incomplete, non-compliant, or with material deviations) will be rejected. Preference points are derived from: (1) Ownership (50% weighting: Black ownership 75%, Female ownership 25%); (2) RDP Goal (25% weighting: location-based points for South Africa, KZN, or eThekwini); (3) Sub-contracting (25% weighting: points for committing to sub-contract >25% of work to Black-owned SMMEs).

Source: 1H-32115 - Tender Document.pdfScope: Construction of 976 top structure units (966 row-attached duplex and 10 disabled units) at Cornubia Phase 2B. Civil infrastructure is handled by other contractors. Contract will be awarded to 4 contractors. Work includes accommodating other contractors on-site and traversing shared areas. Sub-phase 2B-1 (253 units) will be partially released at award stage (100 units initially, balance in batches). Contract may be suspended after the first batch if civil infrastructure is incomplete. No claims will be considered for such delays. Pricing must not exceed the KZNDoHS subsidy by more than 10%; bids with >10% discount may be deemed non-responsive. CIDB Grade 7GB or higher required. Valid B-BBEE Certificate, Tax Compliance Status PIN, and CIDB registration must be active at tender closing and award. Municipal rates/taxes must not be in arrears (or formal payment agreement in place). No tender defaulters or individuals listed under Prevention and Combating of Corrupt Activities Act. Must comply with Construction Regulations (2014) for OHSA competencies/resources. Joint ventures: each member must submit separate Tax Compliance PINs and meet individual documentation requirements. Submit Joint Venture Agreement (Form T2.2.14) if applicable. Returnable forms include: MBD 4 (Declaration of Interest), MBD 5 (Financial Declaration for >R10M), MBD 6.1 (Preference Points Claim), MBD 6.2 (Local Content), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), Municipal Fees Declaration, Health & Safety Declaration, CSD Report, CIDB Registration, and Experience forms.
