Denel PMP invites qualified, reliable, and experienced service providers to supply 99.995% Pure Zinc Ingots to Specification 1330010 Issue 3 for a period of one year. Estimated annual consumption: ±240,000 kg (±20,000 kg/month). Quantities may vary based on demand. Suppliers must deliver to specification, with OEM and delivery lead-time specified. No sub-contracting is allowed without prior approval. A sample will be requested from the successful bidder for testing and acceptance.

A sample will be requested from the successful bidder for testing and acceptance. Late delivery penalties: 1% of total order value per completed week of delay, capped at 10%. If delay exceeds 4 weeks, Denel PMP reserves the right to cancel the order and procure from an alternative supplier, with additional costs recoverable from the defaulting supplier.

Bidders must demonstrate experience in zinc ingot trading. Evaluation criteria: 10+ years = Fully Compliant (40%), 8-9 years = Largely Compliant (32%), 6-7 years = Compliant (24%), 3-5 years = Partially Compliant (16%), <2 years = Non-Compliant (8%). Submit commercial invoices as proof, clearly stating product (Zinc Ingots), grade, quantity, and delivery terms. Technical and Product Capability: Submit Certificate of Analysis (COA) from recent or proposed supply. Reference Letters: Provide 1-3 trade references from buyers, including contact person, title, and numbers. Letters must be <2 years old. Bidders with no trading history may submit letters from former employers or credible sources.

A sample will be requested from the successful bidder for testing and acceptance to ensure compliance with Specification 1330010 Issue 3. Suppliers must demonstrate ability to meet technical and product capability requirements via Certificate of Analysis (COA) from recent or proposed supply.

Indicate if price is subject to escalation, delivery basis (Delivered, CIF, FOB, DDU, Ex Works), transport cost inclusion, and rate of exchange (if applicable). Note: Annexure A must be placed in the envelope for ‘Price and Preference’ as prescribed.

Pricing must be in South African Rand (ZAR), fixed price, with all applicable taxes included. Prices subject to confirmation will not be considered. Complete Annexure A (Schedule of Rates/Price Proposal). Payment terms: as stipulated in the SLA/contract. Payment will only be made after acceptance at PMP. South African-owned companies must submit certified ID copies of shareholders and directors. Valid Tax Clearance Certificate or SARS e-Filing PIN required. Valid B-BBEE certificate required (for preference points, not disqualification). Certified CIPC company registration required. For consortia/joint ventures: each party must submit separate TCS certificate/PIN or CSD number. Foreign suppliers: if not liable for RSA taxation, no TCS PIN required but must enclose proof of foreign status. B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs). EMEs (annual revenue ≤ R10M) must submit auditor/verification agency certificate. Non-EMEs must submit original valid B-BBEE certificate. Consortia/JVs must submit signed agreement or written confirmation of intent, including % split and responsibilities. Failure to comply with tax, B-BBEE, or CSD requirements may result in disqualification.

Contract governed by South African law. Tenders must remain open for acceptance for 90 days from closing date. Denel PMP reserves the right to: modify RFT requirements, reject non-compliant tenders, accept tenders in part or whole, split awards, validate information, request audited financials, award to next highest bidder if preferred bidder fails to sign, cancel contracts for incorrect information, and place bidders on restricted suppliers list. No obligation to enter into contract if no compliant tender is identified or funds are unavailable. Tenderers warrant no improper assistance was used and accept all tendering costs. Contract terms include late delivery penalties (1% per week, max 10%) and cancellation rights after 4 weeks of delay. Payment only after acceptance at PMP.

Two-stage evaluation process. Stage 1: Functional Evaluation (minimum 70% required to advance). Criteria: 40% Experience in zinc trading (10+ years = 40%, 8-9 years = 32%, 6-7 years = 24%, 3-5 years = 16%, <2 years = 8%). Submit commercial invoices as proof. 20% Technical and Product Capability: Submit Certificate of Analysis (COA) from recent/proposed supply. 40% Reference Letters: 3 letters = 40%, 2 letters = 24%, 1 letter = 10%, none = 0%. Letters must include contact details and be <2 years old. Stage 2: Price and Preferential Points (80/20 system). 80 points for price (lowest bid scores highest). 20 points for B-BBEE: 5 points each for Black Women Owned >30%, Black Ownership >51%, Black Youth %, Black People with Disability %. Mandatory Criteria: Proof of trading in zinc, current banking details, certified shareholder certificates, shareholder agreement (if applicable). Administrative Compliance: South African ownership, Tax Clearance Certificate, B-BBEE certificate, CIPC registration.
