• Each submission must be divided into two separate envelopes: Envelope 1 for ‘Qualifying and Functional Evaluation’ and Envelope 2 for ‘Price and Preference Points’.
• Include one original and one electronic copy for each envelope, clearly marked.
• You must submit the tender on the official document provided – do not retype it.
• Initial each page of the tender document on the bottom right corner.
• Mark the package with the tender number, closing date, and indicate which envelope it is.

South African companies: Must provide certified ID copies of shareholders/directors, valid Tax Compliance Status (PIN or certificate), B-BBEE certificate (or sworn affidavit for EMEs/QSEs), CIPC registration, CSD report. Mandatory: Licence to trade in ammunition. Foreign suppliers must answer tax residency questionnaire. Joint ventures/consortiums require signed agreement or written confirmation of intent. Technical evaluation minimum score: 70/100 across criteria including proof of manufacturer, product specification, conformance to PMP spec, lead time (<1 month optimal), and OEM appointment letter.

• Scope: Supply of 5.56mm BOXER Primers used as a propellant igniter in 5.56 x 45mm ammunition.
• Quantity required: 5,000,000 primers.
• The successful bidder must supply a free sample of 800 primers from the same batches intended for supply for evaluation.
• No sub-contracting is allowed without prior approval.
• Only suppliers that adhere to the required functional specifications will be considered.
• OEM must be specified.
• Delivery lead-time must be specified.
• Late delivery penalty: 1% of total order value per completed week of delay, up to a maximum of 10%. If delay exceeds 4 weeks, purchaser may cancel the order.

• The tender seeks a suitable, qualified, reliable, and experienced service provider.
• Bidders must have proven capabilities to supply Boxer Primers.
• Only suppliers adhering to required functional specifications will be considered.

• Complete the pricing schedule (Annexure A) for 5,000,000 units of 5.56mm BOXER Primers.
• Prices must be in ZAR, inclusive of VAT, on a fixed price basis.
• The schedule must include unit of measure, total price excluding VAT, and total price including VAT.
• This annexure must be placed in the ‘Price and Preference’ envelope.

• All prices must be quoted in South African Rand (ZAR), inclusive of VAT, on a fixed price basis.
• Prices subject to confirmation will not be considered.
• No changes to submitted prices will be considered after the closing date.
• Payment will only be made after acceptance of goods at PMP.
• Payment terms are as stipulated in the Service Level Agreement (SLA)/contract.
• Bidders must complete the pricing schedule (Annexure A) for 5,000,000 units of 5.56mm BOXER Primers.
• The pricing schedule must be placed in the ‘Price and Preference’ envelope.

• B-BBEE: A valid B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points.
• Tax Compliance: Bidders must be tax compliant. Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. If registered on CSD, provide CSD number.
• Central Supplier Database (CSD): Local bidders must be registered on CSD.
• Company Registration: Submit certified copy of company registration with CIPC.
• Foreign Suppliers: Must complete a questionnaire. If not resident/branch/permanent establishment in RSA and have no RSA income/tax liability, TCS PIN not required.
• Persons in service of the state are not eligible to bid.
• Joint Ventures/Consortia: Each party must submit separate compliance documents (B-BBEE, tax).
• The tender is subject to the Preferential Procurement Policy Framework Act, 2000 and Regulations 2022, and General Conditions of Contract.

• Tenders must remain open for acceptance for a minimum of 180 days from closing time.
• No changes to price proposals after closing date.
• The purchaser reserves extensive rights, including to amend, suspend, or cancel the tender process, reject any tender, negotiate, or award to multiple suppliers.
• Tenderers warrant that they have not relied on unauthorised representations, used improper assistance, and accept all tendering costs.
• Confidentiality and anti-corruption rules apply. Unauthorised communication with staff may lead to disqualification.
• Governing law is South Africa. Tenders must be in English and priced in ZAR.

• Evaluation is in three phases: Administrative Compliance, Mandatory Requirements, Technical Evaluation, and Price/Preferential Points.
• Administrative Compliance requires South African ownership, tax clearance, B-BBEE certificate, CIPC registration, and CSD report.
• Mandatory Requirements include an ammunition trading licence, bank letter, shareholder certificates, and shareholder agreement.
• Technical Evaluation (functionality) minimum score is 70/100. Criteria cover proof of manufacturer, product specification, conformance to PMP spec, availability/lead time, and OEM appointment letter.
• Price and Preferential Points use the 80/20 system. 80 points for price, up to 20 points for B-BBEE ownership categories (black women, black ownership, black youth, black people with disability).
