Scope: Emergency repairs to civil pavement infrastructure, including runway and taxiway repairs at BFIA for 6 months. Key deliverables: Sawing asphalt/cemented pavement layers, milling/removal of asphalt, tack coat application, asphalt surfacing, base patching, epoxy resin application, importing/processing G5 material, coring, crack repairs, concrete patching, and road line marking (water-based and retro-reflective paint). Temporary traffic control: Provision of site lighting for night works, site establishment (container + 2 mobile toilets). Compliance: OHS Act Regulations (including Construction Regulations 2014), airside permits for personnel/vehicles, and Environmental Management Plan.

Pricing: Submit rates and amounts for each item in the Bill of Quantities (BOQ). Payment: Baseline bid amount is not final; payments will be made based on completed work approved by the ACSA Project Manager. Contingencies: Allow 20% for contingencies. VAT: 15% applicable.

Scope: Runway and taxiway repairs at Bram Fischer International Airport (BFIA) over 6 months.

Key tasks:

• Traffic accommodation.
• Saw cutting, milling, removal, and disposal of existing asphalt and concrete.
• Tack coat application.
• Mill-and-overlay and patching of asphalt surfaces on Runway 02/20 and taxiways (approx. 1089 m³).
• Full-depth reconstruction of severely deteriorated sections of Taxiway Alpha (approx. 150 m²).
• Fast-setting concrete repairs using ABE or equivalent.
• Crack sealing (approx. 12,000 m).
• Deep patching using BTB product (approx. 145 m³).
• Repainting of all airside road markings.
• All work must be tested for density, levels, and friction.

Standards: Work must comply with COTO (TMH, TRH), ANNEX 14, CAA, ICAO, and other aviation standards.

Constraints:

• Contractor must have a valid airside access permit.
• Work may require escort.
• A detailed 3-week execution plan is required, prepared in MS Project and a Word document.
• Regular daily meetings (e.g., safety, planning, early warning) are suggested.
• Site camp may be provided by the employer, date to be confirmed.

Experience and Qualifications:

• Company: Must demonstrate experience with at least 2-3 completed pavement repair/maintenance projects on surfaced/tarred roads (use Form A5).
• Key Personnel:
• Project Manager: Bachelor's degree in Civil Engineering (NQF 7) and 3+ years relevant experience.
• Site Supervisor: National Diploma in Civil Engineering (NQF 6) and 3+ years relevant experience.
• Attach CVs, qualifications, and clearly indicate relevant experience dates.

Quality Requirements:

• All work must follow specified sequences and standards (COTO, ANNEX 14, CAA, ICAO).
• Final quality testing (density, levels, friction) is required before reopening work areas.
• All work must be tested.

Pricing Schedule:

• Complete all items in the Schedule of Quantities (Schedules A, C, etc.) in black ink.
• Include rates and amounts for each item (e.g., sawing, milling, asphalt, crack sealing, road markings).
• Add a 20% contingency allowance.
• The total bid amount serves as a baseline; payment is based on approved completed work.

Pricing:

• Complete the Pricing Schedule (Price List) in Part C2.
• Enter overhead and profit percentages for Defined Cost for people and other costs.
• Transfer the total price (excluding VAT) to the Form of Offer on page 2.

Payment Terms:

• Invoices are assessed on the 20th of each month.
• Payment is expected on the last day of the month.
• Submit detailed tax invoices to the Employer's Agent via email.
• Invoices must include: contractor details, contract number, VAT numbers, breakdown of completed work (lump sums and measured quantities), and a completion report.
• Payment is based on approved completed work, not the total bid amount.

Insurance:

• Successful bidder must obtain aviation liability insurance with a minimum indemnity limit of R300,000.
• Submit proof of insurance before work starts and annually.

Mandatory Requirements:

• CIDB grading: 2CE or higher.
• Submit a fully completed and signed Form of Offer (page 2 of NEC document).
• Submit a fully completed Pricing Schedule.
