• This tender is for the Provision of Professional Services for Information Systems, Communication and Technology Services to the City of Cape Town.

• Submit your tender in a sealed envelope clearly marked with Tender No. 9S/2026/27, the tender description, your name and address, the tender box number, and the closing date.
• Physical submission address: Tender Box 244 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town. If the box is full, enquire at the public counter for alternative instructions.
• Closing deadline: 10:00 am on 12 August 2026. Late submissions will not be considered.
• A non-refundable tender fee of R200 is payable for a hard copy of the document. This fee is waived for downloads from the website.
• You must complete and submit the entire tender document, including all required returnable schedules from Annexure F. These include, but are not limited to: Schedule F.5 (Declaration of Interest – State Employees), Schedule F.7 (Declaration of Past SCM Practices), and Schedule F.10 (Proposed Deviations).
• Documentary proof must be submitted, including Company Registration, Central Supplier Database (CSD) report, B-BBEE certificate, and a valid Tax Compliance Status PIN from SARS. Each party in a Consortium/Joint Venture must submit a separate Tax PIN.
• Failure to submit all required documents, or submission of incomplete or unsigned forms, will result in disqualification.
• Tender offers must remain valid for acceptance for 120 days after the closing date, extendable under certain conditions.

• The tender is for the Provision of Professional Services for Information Systems, Communication and Technology Services.
• Services are divided into seven (7) categories:
• Category A: Business Applications (BA)
• Category B: Distributed Computing (DC)
• Category C: ERP Support Centre (ESC)
• Category D: Geographical Information Systems (GIS)
• Category E1: Infrastructure and Applications
• Category E2: Fixed Networks and Monitoring Services
• Category F: Telecommunications
• Category G: Cyber Security
• Tenderers may bid for one or more categories and must indicate their selection in returnable schedule F.13.
• The CCT intends to appoint five (5) tenderers per category: one highest-ranked 'winner' and four 'alternative tenderers'. Work will be allocated on a 'winner-takes-all' basis per order.
• The contract period is from the date of commencement up to 30 June 2030.
• Tenderers must demonstrate the necessary professional and technical competence, resources, equipment, managerial capability, and personnel to perform the contract. The CCT reserves the right to consider a tenderer's existing contracts in this assessment.

• Functionality scoring for all categories (A-G) is heavily based on demonstrable, category-specific experience.
• Key scoring criteria for each category:

1. Company Experience in sourcing and implementing relevant labour resources.

2. Number of Clients/Companies served with relevant services in the last 6 years.

3. Number of Placements successfully implemented in the last 6 years.

• Tenderers must provide detailed evidence and contactable references in the prescribed returnable schedule (F.13 for the specific category).
• Experience within overlapping date ranges cannot be added cumulatively.
• Unverifiable references will result in no points being allocated.
• The CCT will assess the tenderer's professional/technical qualifications, competence, financial resources, equipment, managerial capability, experience, reputation, and personnel.

• Tenderers may be required to provide samples for testing. Samples may not be returned in their original state or at all.
• Tenderers must cooperate with the CCT's external service provider for due diligence reviews and risk assessments if requested.

• Pricing must comply with instructions on the Price Schedule (C.4).
• An optional Electronic Schedule (E-Schedule) of rates is available. The completed Excel file must be submitted on a USB flash drive alongside the mandatory hard copy.
• The hard copy of the C.4 Pricing Schedule takes precedence if there is a discrepancy with the E-Schedule.
• Tenderers must check documents for errors and notify the CCT of any obvious errors in the Price Schedule.
• The CCT will correct arithmetical errors (e.g., decimal errors, summation mistakes) according to set rules, with amounts in words governing over figures.

• Tenderers must comply with all pricing instructions as stated on the Price Schedule (C.4).
• This tender uses an optional Electronic Schedule (E-Schedule) of rates. Tenderers can download an Excel schedule, complete it, and submit it on a USB flash drive with the hard copy submission.
• A fully completed hard copy of the C.4 Pricing Schedule is mandatory. Email submissions are not accepted.
• In case of any discrepancy between the hard copy C.4 and the E-Schedule, the hard copy submission will take precedence.
• Tenderers are responsible for checking the tender documents for errors. If the Price Schedule contains obvious errors, the tenderer must notify the CCT immediately for rectification.
• The CCT will check for and correct arithmetical errors (e.g., decimal point misplacement, summation errors) according to specified rules. The amount in words governs over figures.
• The CCT may reject rates deemed excessively low or high or not in proper balance with other rates and may request justification or amendment.
• Tenderers are required to register on both the CCT Supplier Database and the National Treasury Central Supplier Database (CSD) to receive orders and payments.

• Mandatory Registrations:
• Registration on the National Treasury Central Supplier Database (CSD) is required. Register at https://secure.csd.gov.za.
• Registration on the CCT's own Supplier Database is also required.
• Tax Compliance: Tenderers must be registered with SARS and be tax compliant. Submit a valid Tax Compliance Status PIN with your tender. Each party in a Consortium/Joint Venture must submit a separate PIN.
• B-BBEE: Submit a valid B-BBEE certificate to claim preference points.
• Required Declarations and Certificates (from Annexure F):
• Schedule F.5: Declaration of Interest – State Employees (MBD 4 amended).
• Schedule F.7: Declaration of Tenderer’s Past Supply Chain Management Practices (MBD 8).
• Schedule F.9: Certificate of Independent Tender Determination.
• Schedule F.6: Conflict of Interest Declaration.
• Schedule F.8: Authorisation for Deduction of Outstanding Amounts Owed to the CCT.
• Schedule F.4: Preference Points Claim Form.
• General Compliance: The tenderer, its directors, or representatives must not be restricted from CCT procurement, found guilty of contravening the Competition Act, or guilty of other abuses listed in the SCM Policy.

• Tenderers must comply with the Occupational Health and Safety Act and provide details demonstrating the necessary competencies and resources to deliver services safely.

• Contract Period: From date of commencement up to 30 June 2030.
• The CCT may cancel the tender process or reject all offers before a contract is formed.
• A 'Standby Bidder' may be nominated at award and could be considered if the main contract is terminated.
• Dispute and Appeal Process:
• Objections/complaints about SCM decisions must be lodged in writing within 14 days.
• Appeals against CCT decisions must be lodged with the City Manager in writing within 21 days, stating reasons and the remedy sought.
• An administration fee of R300 is charged for appeals, with a potential surcharge for vexatious appeals.
• Tender Validity: Tender offers must remain valid for 120 days after closing, potentially extendable.
• The CCT reserves the right to negotiate final contract terms with preferred tenderers, provided it doesn't give an unfair advantage or lead to a higher price.
• The tenderer agrees to comply with the Protection of Personal Information Act (POPIA).
