Scope: Appointment of a panel of professional service providers for the Msunduzi Integrated Public Transport Network (IPTN) for 36 months. Work is divided into 9 Work Packages, each with specific categories and deliverables:

• Work Package 1: Marketing and Communications (5 categories: Marketing, Event Planning/Management, Stakeholder Engagement/PR, System Branding, Customer Service Plan).
• Work Package 2: Public Transport Industry Transition Advisor (coordination, liaison, capacity building, strategy, communication structures, trust-building, status quo analysis, legal background, negotiation support).
• Work Package 3: Transport Operations and Systems Planning (Transport Planning, Transport Operations, Vehicle Procurement/Maintenance, Bus Operations, NMT Integration).
• Work Package 4: Universal Access Specialist (address special needs in transport planning, operations, marketing, customer care, fare systems, infrastructure, and vehicles).
• Work Package 5: Intelligent Transport System (ITS) Modelling (ITS Policy/Plan, contractor management, ABT system, fare policy, fare media distribution).
• Work Package 6: Business & Financial Planning (operator/vehicle identification, revenue/flow analysis, business structure, legal framework, financial modelling, institutional planning, cost analysis).
• Work Package 7: Project Management Services (coordination, work plan development, cost/budget/timeline reporting, progress updates).
• Work Package 8: Independent Facilitation (meeting coordination, dispute resolution, change management, administrative support).
• Work Package 9: Technical Advisory to Affected Operators (coordination, liaison, capacity building, compensation facilitation, negotiation strategy, legal support).

Note: Bidders for Work Package 9 will NOT be considered for any other Work Package.

Contract Period: 36 months from SLA signature date. Delivery: Msunduzi Municipality. Site meetings: As required. Insurance: Professional indemnity (contract value + 10%) and public liability (R1M per claim) required for contract duration. Fees: Fixed, no escalation. Defects Liability: 18 months post-submission support for corrections/compliance.

Pricing: Fixed fees for the 36-month contract period with no escalation. Guarantee/Warranty: 18 months post-submission support for corrections and compliance. Retention: Not applicable for professional services. Insurance: Professional indemnity (contract value + 10%) and public liability (R1 million per claim) required for the contract duration. Finance Plans: Required for Infrastructure Maintenance (30-year period), Vehicle Procurement (Phase 1 trunk/feeder vehicles), and Operations (Phase 1 operational costs). Additional revenue options: Fuel Levy and Parking Levy investigations required, including implementation steps.

Key Personnel must meet minimum qualifications per Work Package (e.g., Bachelor’s degree in relevant fields, ECSA registration for engineers, 10+ years’ experience for legal experts). B-BBEE: Minimum Level 7 required. Legislation Compliance: Must adhere to National Land Transport Act, OHS Act, ECSA registration (for engineers), Labour Relations Act, National Building Regulations, Basic Conditions of Employment Act, Income Tax Act, Value Added Tax Act, Supply Chain Management Regulations, Engineering Profession Act, Municipal Finance Management Act. Penalties: Levied per SCM/26 regulations.
