Evaluation is based on a 100-point system: 80 points for price (using the formula: PS = 80(1 - (Pt - Pmin)/Pmin)) and 20 points for specific goals (Women Owned: 4, Youth Owned: 5, People Living with Disability: 2, Race (Black): 9). Bidders must first achieve a minimum of 70 points in the functionality assessment to proceed to the price evaluation. Functionality assessment (100 points) is broken down as follows: Company Experience (30 points), Expertise and Capacity of Key Personnel (40 points), Methodology (10 points), and Plant Availability (20 points). CIDB grading requirements: 3CE to 8CE or higher. Non-responsive bids will be rejected if they do not comply with the Scope of Work, CIDB grading, or fail to submit requested clarifications or documentation.

Scope: Additional Panel of Civil Engineering Contractors for a period of 29 months. CIDB Grading: 3CE to 8CE or higher. Contract falls under EPWP (Expanded Public Works Programme) and involves learner contracting companies. Required: Management and supervisory staff must satisfy labour-intensive competencies for supervisory and management roles. Contractor must demonstrate ability to perform civil engineering works safely and in compliance with Occupational Health and Safety Act and Construction Regulations 2003. Health and Safety Plan must be submitted, covering: management structure, site supervision, induction training, precautions, monitoring, liaison, site security, welfare, first aid, and emergency procedures. Contractor must maintain a Health and Safety File on-site. Contractor must provide full insurance cover for the contract and submit policy information and certificates prior to commencement.

Key personnel requirements by CIDB grade: 3-4CE: Contract Manager (5+ years, NQF Level 5 LIC), Site Agent (5+ years, NQF Level 5 LIC), Health & Safety Officer (3+ years, SAMTRAC). 5-6CE: Contract Manager (10+ years, NQF Level 5 LIC), Site Agent (7+ years, NQF Level 5 LIC), Health & Safety Officer (5+ years, SAMTRAC). 7-8CE: Contract Manager (15+ years, NQF Level 5 LIC), Site Agent (10+ years, NQF Level 5 LIC), Health & Safety Officer (7+ years, SAMTRAC). Project experience: 3-4CE: 1-3 projects ≥ R2M; 5-6CE: 1-3 projects ≥ R4M; 7-8CE: 1-3 projects ≥ R6M. Proof of ownership or hiring agreements for Grader, Water Tanker, Excavator, Tipper Truck, and TLB required (1 point per item).

Submit pricing on official forms. If tendered amount (inclusive of VAT) exceeds R10 million, provide: audited annual financial statements for 3 years (or since establishment), a certificate confirming no undisputed municipal accounts overdue by >30 days, details of past contracts with organs of state (including non-compliance/disputes), and a statement on sourcing goods/services outside South Africa. Performance Bond: Letter of intent from an approved insurer required. Payment terms and schedules to be detailed in the tender. Contractor must provide full insurance cover for the contract.

Mandatory documents: Valid Full CSD Proof of Registration, Completed and Signed Declarations (MBD1-9), Valid SARS Tax Clearance Certificate (TCS Pin printout or CSD number if no TCS), CIDB Proof of Registration (3CE-8CE or higher), Signed letter confirming no undisputed municipal accounts overdue by >30 days, Certificate of Tenderer’s Visit to the Site, Certificate of Authority for Signatory, Surety and Bank Details, Company Profile, Certified copies of ID for directors, Declaration of Validity of Information Provided, Declaration of Interests (MBD4), and Compulsory Enterprise Questionnaire. Bidders in consortia/joint ventures must submit separate certificates for each party. No bids accepted from persons in the service of the state or listed on the Register of Tender Defaulters. B-BBEE: Specific goals include Women Owned (4 points), Youth Owned (5 points), People Living with Disability (2 points), Race (Black) (9 points).

Contract duration: 29 months. Employer reserves the right to reject any tender or accept the lowest bid. Contractor must provide full insurance cover. Contractor must submit Occupational Health and Safety Agreement (C1.4) and a letter of good standing from the Compensation Commissioner within 14 days of commencement. Contractor must maintain a Health and Safety File on-site. Contractor must comply with EPWP guidelines. No competitive negotiation or two-stage system will be followed. Employer may extend tender period via notice. Contractor must ensure all sub-contractors comply with OHS requirements. Contractor must liaise with Ward Councillor and ward committees for community liaison.
