Submit bids by the closing date and time (04 February 2026 at 11:00) to the PSiRA Head Office tender box at 420 Witch Hazel Avenue, Block B-Eco Glades 2 Office Park, Highveld Ext 70, Centurion, Pretoria. Late bids will not be accepted.

Required documents:

• 2 indexed hard copies (1 original + 1 copy) and 1 USB with identical content.
• All standard bidding documents (SBD 1, SBD 4, SBD 6.1) must be completed, signed, and submitted in their prescribed format (not re-typed).
• General Conditions of Contract (GCC) and Terms of Reference (TOR) must have all pages initialed and the last page signed.
• Use of correction fluid is prohibited and will disqualify the bid.
• Bids must be sealed and clearly marked with the bid reference number (e.g., PSiRA/2025/RFB/18).
• Courier services may be used, but bidders must confirm delivery with the SCM office.
• Only original documents are accepted; emailed or posted copies are invalid.
• Bids remain valid for 120 days from the closing date.

Evaluation occurs in two phases:

Phase 1: Pre-screening/Mandatory Requirements

• Bidders must meet all minimum requirements and submit all required documents (SBD 1, SBD 4, SBD 6.1, GCC, TOR).
• Incomplete, unsigned, or improperly formatted bids (e.g., re-typed forms, uninitialed pages, use of correction fluid) will be disqualified.

Phase 2: Functionality/Technical Evaluation (100 points total, minimum threshold: 70 points)

• Company Profile (10 points): 10 for ≥3 years in furniture supply, 5 for 1–3 years, 0 for <1 year or no profile.
• Project Plan (30 points): 30 for a detailed plan with activities, timelines, and supporting documentation; 15 for partial; 0 for non-submission.
• Reference Letters (40 points): 40 for 5 valid letters (≤36 months old, contactable, on letterhead); 30 for 4; 20 for 3; 10 for 2; 5 for 1; 0 for none.
• Specific Goals (20 points):
• Size of company (5 points): 5 for EME, 3 for QSE, 1 for GE.
• Black ownership (7 points): 7 for 100%, 5 for 75–99%, 3 for 50–74%, 1 for 1–49%, 0 for 0%.
• Women ownership (5 points): 5 for 75–100%, 3 for 50–74%, 1 for 1–49%, 0 for 0%.
• Disability ownership (3 points): 3 for ownership by people with disabilities.

Only bidders scoring ≥70 points proceed to the panel. Work is allocated on a rotational basis.

Scope: Supply, delivery, and installation of office furniture as and when required to all PSiRA offices for 5 years.

Key deliverables:

• Manufacture/supply, deliver, and assemble furniture within 4 weeks of request.
• Provide on-site assembly, commissioning, and supervision.
• Supply tools for assembly/maintenance.
• Provide detailed operations and maintenance manuals for each furniture unit.
• Perform maintenance/repair of supplied goods during the agreed period (without relieving warranty obligations).
• Train PSiRA personnel in assembly, operation, maintenance, and repair (on-site or at supplier’s plant).
• Provide space-planning services with furniture layouts by a qualified draughtsman/architect on an ad-hoc basis.
• Supply incidental, specialised, or customised furniture (prices agreed in advance, market-related, subject to PSiRA approval).

Additional requirements:

• Samples of work must be provided for approval prior to production.
• Warranty confirmation required for all items.
• PSiRA may conduct site inspections to validate business premises.
• Strict confidentiality of PSiRA information and brand.
• Scope may expand during the 5-year period to meet PSiRA’s evolving needs.

Pricing:

• Quotations for ad-hoc or specialised items must be submitted in advance and approved by PSiRA. Prices must be market-related.
• PSiRA reserves the right to negotiate rates if discrepancies exist among recommended bidders.

Insurance and Guarantees:

• Proof of Public Liability Cover of at least R2 million required.
• Letter of Good Standing from the Compensation Fund (valid by closing date) must be attached.

Payment Terms:

• Purchase Orders (POs) will be issued upon award; suppliers must accept POs.
• Work allocated on a rotational basis among panel members.

Mandatory Compliance:

• Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN or CSD number. Apply via SARS e-filing (www.sars.gov.za).
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• All forms (SBD 1, SBD 4, SBD 6.1) must be completed and signed.
• Directors/members in state employment or listed on the Register for Tender Defaulters/Restricted Suppliers will disqualify the bid.

Additional Requirements:

• Joint ventures/subcontracting must be disclosed with clear agreements.
• Each party in a consortium must submit separate TCS/CSD documentation.
• Foreign suppliers must confirm residency, branch, or permanent establishment in South Africa or provide proof of tax liability.
