• Closing date and time: 19 February 2026 at 11:00 hrs. No bids received after this time will be considered.
• Use the prescribed RFQ document sequence; do NOT re‑type or amend any form.
• Complete all compulsory returnable schedules (checklist, special instructions, terms of reference, price proposal, evaluation & selection process) and attach the required annexures (SBD 4, SBD 6.1, General Conditions of Contract, etc.).
• All signatures must be original; use of correcting fluid or erasable pencil is prohibited.
• Disqualification triggers: missing pages, incomplete returnables, failure to submit the price schedule, non‑compliance with tax/CSD requirements, or providing false information.
• Bidders bear all costs of preparing the bid; the NNR will not reimburse any expenses.

Phase 1 – Administrative Compliance: verification of tax compliance (SARS PIN), CSD registration, submission of all required returnable documents and signed General Conditions. Failure to meet any of these results in exclusion from Phase 2.

Phase 2 – Price and Specific Goals (80/20 point system):

• Price points – up to 80 points, calculated using the formula Ps = 80 × [1 – (Pt / Pmin)], where Pt is the bidder’s price and Pmin is the lowest acceptable price.
• Specific goals – up to 20 points, awarded for BBBEE ownership thresholds (e.g., ≥50 % black ownership = 10 points, ≥30 % black women = 5 points, etc.). Documentary proof (BBBEE certificate, ID documents, affidavits) must be submitted.

The bidder with the highest combined score (price + specific goals) will normally be awarded, subject to the NNR’s discretion to cancel or award to a lower‑scoring bidder for transformation reasons.

Scope of Work:

1. Preliminary Design & Planning – site assessment, structural configuration, solar PV layout.

2. Engineering Design – steel frame design, foundation columns, electrical system layout, mounting system and PV specs.

3. Council Documentation – prepare and submit drawings, connection details, structural calculations (SANS 10162/10100), electrical compliance (SANS 10142), Form 1 & Form 2, and site layout plan.

4. Bill of Quantities – prepare and submit to NNR.

5. Revision & Support – provide post‑submission revisions as required.

Deliverables must comply with relevant South African Standards (SANS 10162, 10100, 10142).

• Provide a single price schedule covering all items listed in the scope; only one fixed price proposal is accepted.
• Prices must be quoted in South African Rand, VAT‑inclusive (15 %).
• Prices are to remain fixed for the entire contract period; no escalation or exchange‑rate adjustments are permitted.
• Total price must be declared on the Price Declaration Form and must match the amount in the price schedule.
• The bid is valid for 90 days from the closing date.
• No upfront payments; invoices will be paid within 30 days of receipt via electronic bank transfer after services are rendered.
• The bidder bears all costs of bid preparation.

• Tax compliance: Provide SARS PIN and confirm tax status is current; non‑compliant bidders may be disqualified.
• Central Supplier Database (CSD): Proof of registration required; all consortium members must be registered.
• BBBEE: Declare ownership percentages and submit supporting documents (BBBEE certificate, ID documents, affidavits) to claim specific‑goal points.
• SBD Forms: Complete and attach SBD 4 (Declaration of Interest) and SBD 6.1 (Preferential Procurement Regulation 2022).
• General Conditions of Contract: Must be signed; forms cannot be altered.
• No collusion or fraud: Bidders must certify no improper assistance, and must not engage in collusive conduct.
• Security vetting: Successful bidder may be subject to State Security Agency vetting.
• Professional qualifications: Demonstrate capability to perform structural and electrical design in accordance with SANS standards.
