Late bids will not be accepted. Submit 2 indexed hard copies (1 original + 1 copy) and 1 USB with identical content. Clearly mark bids with reference number (e.g., PSiRA/2025/RFB/17). Use official forms (SBD1, SBD3.3, SBD4, SBD6.1, GCC, TOR) – do not retype. All pages of GCC and TOR must be initialed; all forms must be signed. Correction fluid is prohibited. Evaluation is multi-stage: 1) Compulsory Requirements (gatekeepers): Submit all required forms (SBD1, SBD3.3, SBD4, SBD6.1, GCC, TOR) fully completed, signed, and initialed. Building must be 200sqm on ground floor. Certificate of building compliance (Municipality/engineer) required. Incomplete/unsigned forms or missing documents = disqualification. 2) Functionality (70 points, min 50 to proceed): Proof of ownership (20pts: title deeds or signed proxy agreement + draft lease clauses), compliance certificate (20pts), size/parking (30pts: 200sqm=20pts, 201-250sqm=15pts, 5 parking bays=10pts, 4 bays=5pts). 3) Site Inspection (30 points, min 30 to proceed): Evaluates structural condition, OHS risks, accessibility, rentable area, infrastructure, security, location. 4) Price (80pts) + Specific Goals (20pts): 80/20 preference system. Specific goals: B-BBEE (EME/QSE=5, GE=3), black ownership (100%=10, 30-99%=7), women ownership (75-100%=5, 1-74%=3). Price scored via formula: Ps = 80*(1 - (Pt - Pmin)/Pmin).

Lease office space (~200sqm gross lettable area) in Matlosana Local Municipality (Klerksdorp) business district, near public transport, Department of Labour, Home Affairs, and SAPS. Must be ground-floor, existing building, accessible to physically challenged, and comply with OHSA. Layout requirements: 1x Team Leader office (9sqm min), 1x Consulting room (16sqm min), reception/information desk, waiting area, filing room (30sqm, brick-walled), 2x open-plan consultant cubicles, security desk (brick-walled), firearm safe (4sqm min), staff bathrooms (male: 1 urinal + 1 toilet; female: 2 toilets), public toilets (if not in a centre with public facilities), disabled toilet, 2x onsite parking bays, kitchenette, server room (4sqm, brick-walled, concrete roof slab). Must include generator backup (landlord maintains/invoices monthly) and backup water supply. Air-conditioning required in all spaces. Draft lease must include beneficial occupation, penalty clause, exit clause (after 3 years), tenant installation details, and maintenance clause. Renovation timeline ≤60 days; availability within 30 days of appointment (written confirmation on letterhead).

Submit pricing via SBD3.3 (Pricing Schedule). Include total contract cost with yearly rental breakdown (5 years), rental escalation (year 1-5), parking costs, operating costs (air-conditioning maintenance, etc.), and estimated monthly operating cost breakdown. TI budget: PSiRA’s portion amortised over 3 years (no interest). All renovation costs = bidder’s responsibility. Price must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Rates must remain firm for 120 days post-closing. 80/20 preference points apply (price = 80pts, specific goals = 20pts).

Tax Compliance: Submit SARS TCS PIN or CSD number. Foreign suppliers must provide proof of RSA residency/branch/permanent establishment or income/tax liability. B-BBEE: Submit B-BBEE certificate or sworn affidavit (EMEs/QSEs) to qualify for preference points. Conflict of interest: Disclose any state employment or relationships with PSiRA staff. Consortia/JVs: Each party must submit separate TCS/CSD. No bids from state employees or entities with state-employed directors/members. Building compliance: Certificate of Occupancy or Municipal Engineer’s letter required. OHSA compliance mandatory. All forms (SBD1, SBD3.3, SBD4, SBD6.1, GCC, TOR) must be completed and signed.
