• Submit the complete bid by email only to [email protected] (cc: [email protected]); hand‑delivery will not be accepted.
• Include all required SBD forms (SBD1, SBD4, SBD6.1) and sign the Invitation to Bid, Declaration of Interest and any other prescribed documents.
• Provide the following administrative documents with the bid:

– Valid Tax PIN status and SARS Tax Clearance Certificate (or proof of application).

– Proof of registration on the Central Supplier Database (CSD) or evidence of pending registration.

– Valid B‑B‑BEE certificate or sworn affidavit.

– CIDB registration (grading 2ME/2SI or higher) or proof of pending application.

– Letter of Good Standing/COIDA compliance.

– Lifting Machine Entity (LME) registration with the Department of Employment and Labour.

– ECSA registration of at least one qualified Lifting Machine Inspector (LMI) with supporting confirmation letter.

– Minimum three (3) recent reference letters (on client letterhead, signed, with contact details, work completed within the last 7 years).

• Proposals must remain valid for 60 days from the closing date.
• Any supplementary information requested after submission must be provided within 7 working days.
• Failure to meet any of the above administrative or mandatory requirements may lead to automatic disqualification.

• Evaluation is conducted in three stages:

1. Administrative Requirements – verification of tax status, CSD registration, B‑B‑BEE, CIDB, COIDA, LME and ECSA documents.

2. Mandatory Requirements – submission of the three reference letters, CIDB grading proof, COIDA letter, LME certificate and qualified LMI registration.

3. Price and Specific Goals – scored on an 80/20 point system:

– Price (proposed bid price) = 80 points.

– Preference points for specific goals = 20 points (10 points for ≥51 % Black ownership, 10 points for ≥30 % Black‑woman ownership).

• Total possible score = 100 points.
• Bids not meeting any mandatory requirement are disqualified before price evaluation.
• Preference points must be claimed on SBD 6.1 and supported by appropriate evidence (CSD report, shareholder certificates, ID copies, etc.).

Scope of Work:

• Provide routine servicing, visual inspection, oil replacement, brake‑gap reset and lining‑wear checks for all lifting equipment listed.
• Perform load testing and issue certificates in accordance with Regulation 18(5) of the O.H.A.S. Act.
• Supply and transport test weights for one day’s labour per annual load test.
• Carry out ad‑hoc repairs/replacements on a quotation basis.
• Deliver services within 7 working days of an official work order, unless otherwise agreed.
• Deliverables must be signed‑off condition reports and test certificates for each piece of equipment.
• All work to be performed by personnel holding valid ECSA LMI registration and appropriate trade‑tested artisan qualifications.
• Service provider must obtain and maintain SAPREF permanent permits for access to the Bluff Radar Site.

Quality Requirements:

• All parts and services must comply with SABS/SANS standards or equivalent.
• Items not accepted as equal/similar will be returned at the provider’s cost.
• Minimum one‑year guarantee on replacement items.

Delivery Points:

• ATNS King Shaka Control Tower, La Mercy, 4407.
• Remote sites (King Shaka Radar Site and Bluff Radar Site) – special arrangements will be made for off‑loading; provider bears all risk and cost.

• Complete the ATNS pricing schedule (SBD 3.1) – include yearly costs for each piece of equipment, VAT‑inclusive.
• Provide separate line items for normal‑hour labour, overtime, weekend/holiday rates and travel kilometres as per the schedule.
• No bond or guarantee is explicitly required in the document, but the successful bidder must have professional indemnity insurance as stipulated in the standard contract terms.
• Payment terms will be as per the General Conditions of Contract (GCC) – details to be confirmed after award.

• Central Supplier Database (CSD) registration – proof of registration or application required.
• SARS Tax Clearance Certificate or Tax Compliance Status (PIN) – submit certificate or PIN number.
• B‑B‑BEE verification – certificate or sworn affidavit (minimum level 16).
• CIDB registration – grading 2ME/2SI or higher, or proof of pending application.
• COIDA Letter of Good Standing or equivalent compensation fund compliance.
• Lifting Machine Entity (LME) registration with the Department of Employment and Labour – certificate required.
• ECSA registration of at least one qualified Lifting Machine Inspector (LMI) – certificate and confirmation letter required.
• Provide three (3) recent reference letters (client letterhead, signed, with contact details, work completed within the last 7 years).
• All above documents must be current and verifiable; failure to provide any will result in automatic disqualification.
