TCTA seeks a service provider to diagnose, design, facilitate, and embed team effectiveness improvements across two divisions (20 and 45 people). Focus areas: conflict management, leadership alignment, ways of working, decision-making, trust, performance accountability, and cross-functional collaboration. Goal: Strengthen divisional teams as systems, ensuring clarity of mandate, trust, aligned leadership, and disciplined execution. Work must be systemic, addressing root causes and embedding practices into daily operations in collaboration with TCTA OD personnel.

Functional evaluation (20 points total, minimum 14/20 to qualify for price evaluation): Company experience (10 points) - 2 projects in last 10 years = 7 points, 3+ projects = 10 points, less than 2 = 0 points. Facilitator experience (10 points) - 0-2 years = 0 points, 3-5 years = 7 points, 5+ years = 10 points. Preference points (20 points): B-BBEE Status Level - Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. Price evaluation (80 points): Lowest acceptable tender scores highest. Total score = Price (80) + Specific Goals (20).

Scope: Diagnose, design, facilitate, and embed team effectiveness improvements for two divisions (20 and 45 people). Deliverables: Leadership Alignment Summary document per Divisional Executive (defining effectiveness, outcomes, success criteria, boundary management); team effectiveness diagnosis per division (online survey, KPA alignment, one-on-one interviews with Divisional Executives, focus group interviews); baseline diagnostic feedback report + tailored intervention roadmap per division (methodology, risks/mitigation, phased implementation, measurement framework); 3 customised team effectiveness workshops per division (operating principles, conflict engagement, trust building, role clarity, execution discipline); 1-day workshop for Divisional leadership, OD team, and HRBPs (practical exercises, manual with tools/frameworks); close-out report per division (observations, recommendations, alignment document achievement status). Duration: 10 months. Must collaborate with TCTA OD personnel. Methodology: Use a recognised team effectiveness model; structured, phased approach; link behavioural shifts to business performance outcomes; customised workshops with practical exercises.

Intervention methodology must include: sequencing, duration, and integration of individual, team, and leadership-level interventions; structured, phased approach; measurement framework linking behavioural shifts to business performance outcomes. Workshops must be customised per division (not generic) and include practical exercises, case-based learning, and role-plays.

Company experience: Minimum 2 completed team effectiveness or similar projects in the last 10 years. Facilitator qualifications: Submit a one-page CV of the team effectiveness facilitator demonstrating at least 3 years’ experience. More than 5 years’ experience scores highest. Service provider must manage their own personnel.

Pricing form: 9 line items with quantities (e.g., 2 leadership alignment documents, 2 surveys, 2 one-on-one interviews, 2 focus groups per division, 6 workshops, 1 full-day workshop, 2 close-out reports). Instructions: Prices must be firm and unconditional; include all disbursements; reflect prices excluding and including VAT (15%); do not modify or reproduce the provided pricing schedule; total bid price for 10-month period.

Prices must be firm, unconditional, and include all disbursements. Reflect prices excluding and including VAT (15%). Total bid price for 10-month period.
