Phase 1 – Administrative Compliance (mandatory documents listed above).

Phase 2 – Mandatory Requirements (property ownership proof, ECOC/PCOC, municipal rates statements, insurance, OHS certificate, etc.).

Scope: Provide office accommodation for the PPSA Provincial Office in Durban (CBD) – minimum 700 m² usable space and 27 parking bays (including disabled and overnight bays).

Deliverables:

• Floor plans showing office layout, parking, accessibility ramps/elevators, ablution facilities, server room (fire‑rated, 4 × 4 m), HVAC, lifts, and fire protection.
• Proof of building compliance: Title deed or lease agreement, Electrical Certificate of Compliance (ECOC), Plumbing Certificate of Compliance (PCOC), municipal rates statements, valid property insurance, OHS certificate.
• Maintenance plans (planned and unplanned) with turnaround times.
• References (minimum 4 recent letters) and CVs of Property Manager and Facility Manager (≥5 years experience preferred).
• High‑speed fibre‑optic connectivity (on‑site or within 50 m).
• Ability to deliver the fit‑out and be operational within 4 months of award.
• Compliance with accessibility (ramps, lifts, disabled ablution), fire safety, and SANS 10400 standards.
• Ongoing lease‑contract management and facilities‑management services.

Pricing must be submitted on the firm‑price schedule (SBD 3.1); only firm, VAT‑inclusive prices will be accepted.

All‑inclusive gross rental (including 15 % VAT and escalations) to be provided for each year of the 9‑year 11‑month lease.
